C~,~r~.ty of Anak.~. Si. ate of Minnesota A regular meeting of the Pa~sey City Planning & Zoning Commission was held on August ?~ 1978 at Ramsey City Hall, 15153 Nowthen Boulevard. Meeting was called to order by Chairman Ken Peterson at 7:30 y,m, with the following i~ attendance: Kenneth Peterson A1 Sorteberg Kathy Schneider Gerald Zi~merman Arthur Dunn Pona!d West Also present: Clayton Berg, Bldg. Off. Lloyd Schnelle, Adm. Item l. Public Hearing - Phillip Kerssen. Chairman Ken Peterson called the Public Hearing at 7:35 by explaining the reason for a hearing and asking Mr. Kerssen to briefly explain his request. Mr. Kerssen stated that he ~shed to build and sell trailers on his property at 14765 Nowthen Blvd, and that he would be taking items such a~4~='~J'~'tors~ used-mars, ect. in trade. As there was no one present with any comments, the Public Hearing closed at 7:40 p.m. Chairman Ken Pet~rson called the regular meeting back to order and ex- plained that he and Clayton Berg had driven through the property, and that there were some specific conditions to consider. Mr. Kerssen stated that he felt it would be profitable for the City to rezone this parcel. Ken Peterson explained that if the property were rezoned U~'.:]B: Mr. Kerssen would not be allowed to manufacture the trailers without a special permit. Mr. Kerssen asked if he did obtain just a conditional use permit, could he still rezone at some later time? Art Dunn and Clayton Berg explained that in the event the property was rezone~d, Mr. Kerssen could obtain a permit .to _both manufacture and setl~ and that the conditional use permit Was a temPorary-step and would, not in~,erfere with any attemm~ to rezone. Ken Peterson suggested that if Mr. Kerssen wanted to rezone~ that he plat the-entire parcel showing the U.~'~ oortion and any R-1 if d~sired. Ron West asked to see the pictures Mr. Kerssen had of the trailers, and Art Dunn asked how many trailers were built per week. Mr. Kerssen ex- plained that he is presently working on them in Coon Rapids and usually builds two trailers per week, but hopes to have at least 6 in stock; but presently is behind on orders. Ken Peterson explained the need to establish mutual conditions, and explained that he was concerned with the type of items that may be taken in trade. Mr. Kerssen stated that he would be leveling an area behind his barn for storage. Ron West explai, fle~ that he felt a need to limit the number of any item. Art Dunn stated that he would be comfortable with no more than 10 items with trade-ins stored behind barn. After discussion, Art Dunn said that if the items were adequately screened, there would be no need to limit the number.
