Start
exnlained that they hoped to be able to inform the City on what is
]e. ckin[ in the Co~rohensive Plan, and a course of action. Mr. Start
stated tb~t he and Mr. '~0osby had reviewed the Pla~ to determine some
"i~'~for~al'' directions to comply with the Land Planning Act.

~'[r. Start outlined the various areas of the land use plan stating
tba. t the C~ty ha5 a very goo~ beginning. Mr S,a_r also ~tated that
they were uncertain of t~e status of the original plan (Tooker Plan
of 7/73). It was ezo!ained to Mr. Starr that the Tooker Plan has
been s~oarseded by the March of 76 Comorehensive Plan.

Mr. Start slated that while the vsrions documents (Comorehe~sive
Sewer Plan, Comorehensive P~rk & Recreation Plan, ect.) went a long
way in meeting the reouirements, certain areas still neeSed attention.

The first area 8fiscussed was the revision by the Metro Council as to
population projections, and staging of population growth in the Urban
District. Mr. Starr state8 that the Plan needed better elaboration as
to ho~~ we are foin~ to apoly these projections.

Mr. Starr exolained that in refz~rds to the Gateway North I~dustrial
~iroort, the Plan needs more soecific information re~ardin~ adjacant
lan~ ~s=s, approach patterns, height hazards, an~ sir sp~ce.

When Brad Fodle comr,~ente8 that he thought this had all been covered
by .the Ai. roort Co~mission, Mayor cox exv!ained that there was a report
b~fore the Stat~ D. eronautical Commission with the possibility of re-
locating the airport. Mayor Co>~ then asked in regards to the areas
of the Plan which accordin~ to the ~,~atro Co~ncil are incomplete, when
does the City address these problems; we can't bring everything to a
standstill.

Mr. Starr stated that they had not been aware of situation with the
AS roort; but that also needed was a basic plan showing staging of the
sewere8 pooulation,
Cooncilman Gamec state8 that they did not want to base development
on orojectio, ns, and if so, we would have had a mess; we need some-
thin[~ more definite on the interceotor.
Katby~ Ecb~eiSer.. asked M~._ ~,e+arr~ how v~u=~.~. ~ they would a!lo,-., us to be in
the worc~nr on the o!sn since we 5id not have anything definite to
base it om~,

Mr. Stz~rr steted that they think the City is anticipating more cap~city
then tYey are willing to orovide~ and that the Metro ola~ned for one
sqoare ~i!e urbanize5 area between now an8 1990. F'~ayor Cox an8 Council-
man G~mec both exolaine5 that they ha8 originsl!y received Muidance
indic~ting that s three to four square mile area would be appropriate,
but that t~ey decided to cut back the size themselves~ and ~n regsrSs
to orojections, they change v/ith each ~.?etro 5elsy.
Mr. Starr rev!led that he 5id not realize that such a large area ha8
been a!~proved at one time, an~ that he realize5 that defining a para.
ticular area would ~rive uo ]and values.
