2. At the time of submission of the sketch plan, the subdiv- ider sh~l] pay a fee as determined from time to time by city council resolution. Tile subdivider shall also deposit Five Hundred Eollars ($500.00) with the city at the time of submission of tile sketch plan, which shall be used to defray expenses incurred by the city in employ- ing the services of the city engineer, attorneys and other profession- al consultants in connection with the review of said sketch plan.' However, the said deposit may also be used to reimburse the city for the expense of employing the services of the city engineer, attorneys and other professional consultants in connection with the review of the preliminary plat and final plat as prescribed in this chapter. If said F ire Hundred Fo]lars ($500.00) is not sufficient to defray the above expenses, additional monies will be required prior to final actio~ on the plat, and if, in the opinion of the zoning officer, the deposit is depleted such that it is unlikely to be sufficient to meet the remaining anticipated expenses, the subdivider shall be required to deposit an amount sufficient to bring the account to a balance of Five Hundred Dollars ($500.00), prior to any further action on the plat. If after final action on the proposed subdivision, a surplus balance remains in the city's accounts, said surplus balance shall be refunded to the subdivider. The sa~d deposit shall be in addition to the fees prescribed elsewhere in this chapter. 3. The zoning officer shall distribute the copies of the sketch plan to the appropriate individuals. He shall also submit to the planning commission a report on the relationship of the proposed ]and uses to those existing in the area, those indicated on the com- prehensive ]and use plan, and those provided for by existing zoning ordinances and this code. 4. The city engineer shall submit a report to the planning commission, which shall deal with drainage, traffic, utilities, and other engineering matters pertinent to the plan. 5. The p]anning commission shall consider the sketch plan, the zoning officer's report, the engineer's report, and any other pertinent information which they may wish to consider. The planning commission shall advise the subdivider of the extent to which the plan conforms to the requirements of the community and the ability of the city to provide essential services, and may discuss possible modifica- tions necessary to secure approval of the subdivision. 6. If a petition for rezoning to land uses in conformance with the sketch plan has been filed, the planning commission shall forward a written report of its findings and recommendations in regard to both the sketch plan and the rezoning to the city council. 7. The city council shall act on the rezoning petition in accordance with procedures established by other ordinances. The report of the planning commission shall become a part of the rezoning proceed- ings. 8. After the city council has acted on the rezoning petition, the city council shall advise the subdivider as to the land uses permit- ted in the sketch plan and may discuss possible modifications necessary to secure approval of the subdivision.
