The preliminary plat did not indicate the type of facilities proposed <br /> for sewage disposal. However, based on the soils report it is very <br /> questionable that on-site systems can be used for the entire plat. <br /> Article 170.04 of the City Code states that the area of contiguous <br /> Class I land available for on-site disposal systems shall not be less <br /> than 50% of the lot area in the 1990 Urban Area. A large area of the <br /> plat is composed of Duelm,Isanti~and Marsh Soils which are not Class I <br /> soils. Furthermore the soils report indicates that mound systems may <br /> be required. This is in conflict with Article 150.014G of the City <br /> Code which states mounds are not to be used on marginal lots but only <br /> for upgrading existing systems so located. Any lots proposed for on- <br /> site disposal systems should be reviewed by the City Building Inspector <br /> as stated in Article 170.038H of the City Code. <br />5. In review of the street patterns, Argon Street has been revised to <br /> provide future.access to the north and Zuni Street has been added to <br /> provide future access to the south. Access unto S.T.H. 47 from the <br /> plat is proposed at this time by 141st Lane. In the future when <br /> Zuni Street is constructed to Industry Avenue, access to the plat by <br /> 141st Lane could be deleted or restricted to a ri§bt turn ingress and <br /> egress only. <br />6. In review of the street grades, we found they were in conformance with <br /> the City Code. However, the rights-of-way proposed for the cul-de- <br /> sacs are not in conformance with the City Code. Construction specifi- <br /> cations have not been submitted to date. <br />7. In review of the grading, plan, we found that the developer intends <br /> to fill the wetlands on Lots 5 and-6 of Block 3 and Lot 8 of Block 6. <br /> Any filling of wetlands must be approved by the Department of Natural <br /> Resources. <br />8.
