Schnelle
City Engr. Raatikka

Mayor Gamec called the Public Hearing to order at 7:37 P.M., and led the
Pledge of Allegiance to the Flag. __

The purpose of this Public Hearing is to discuss a proposed street improvement .......
project for 161st Avenue N.W.-lying between Armstrong Boulevard N.W.~and'Llama~.~ -.
Street N.W.--and-~f~Llama Street N.W.~_lying between 161st Avenue N.W.-and 163rd~ ~-Z:
Avenue N.W.

Engineer Raatikka presented the feasibility study and costs for the proposed
project. The project includes upgrading, gravel base, bituminous surfacing and
restoration. The proposed street section is similar to that of Forest Hideaway,
Woodlawn Estates and what is proposed for Oakridge Estates. This project is to
be assessed both by front-foot and unit cost~ ~The'area-o~ benefit includes ....
29 units.~n.Woodlawn~Esta'tes ahd-35 proposed units~-~n Oa~k~r~dge~Estates,-~4~.-~.~
units in Forest Hi~eaway,''~ive on 161st Avenue N.W. lying-SoUth and-six lying -
West of Llama.- This assessment includes only 1/3-of ~the side-yards on corner~
lots.

Mr. Delaney, 8404 161st Avenue N.W. asked what does 1/3 lot mean.

Engineer Raatikka explained the City's assessment policy, that corner lots
are assessed for front foot and for only 1/3 on the side yards.

Mayor Gamec stated that most of the blacktopping projects originate through
a petition from property owners in the area. This particular project was
originated by the City Council for the following reasons: Because it is the
most feasible, least expensive time to blacktop the street and a new addition
is going into this area which will create additional traffic on this street,
it is predicted that the price of blacktop will increase about 40 percent in
the future. Woodlawn Estates and Forest Hideaway are already blacktopped. The
City runs into maintenance problems, plowing etc., in areas where there are
improved and unimproved streets.

Mayor Gamec read a letter of objection from Mr. Mox, Armstrong Blvd., who
states he is a pensioner with a limited budget and at the present time he
doesn't travel on either street; and would not use the road unless he were
to subdivide his land and sell lots that would front on 161st Avenue. He
sees no reason for paving or widening 161st Avenue. He is also concerned that
his evergreens would be removed.
