Page 1 <br />Special Council Mtg. <br />April 16, 1979 <br /> <br />SPECIAL COUNCIL MEETING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A Special Meeting of the Ramsey City Council was held on April 16, 1979, <br />at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Reimann <br />Councilman Sorteberg <br />Councilman Mickelson <br /> <br />Others Present: <br /> <br />City Administrator Schnelle <br />City Engineer Raatikka <br /> <br />The purpose of the Special Meeting is for Adoption of Resolutions regarding <br />certain proposed street improvement projects and to adopt a Resolution <br />regardi.ng the authorization to joint the Hennepin County Group Health and <br />Insurance Plan. <br /> <br />Mayor Gamec called the Special Meeting to order at 9:30 P.M. <br /> <br />Approval'of A§enda <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to approve the <br />Agenda with the followi.ng addition: <br /> <br />Addressing withdrawal from the League of Minnesota Municipal Cities due <br />to the fact that they are recommending a new formula before the Legisla- <br />ture this year that doesn't take the City of Ramsey into consideration for <br />getting proper State Aid funding. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilman Cox, Councilman Reimann <br />and Councilman Sorteberg. Street 'N ~W~ "an'd'~ O'f' 'IL'l ama <br /> St reet N, W'~ .'l y.i-ng ~' betWeen. 161 s~t I A'v-en'u'e 'N ~ W~'-'a nd~.'-16`3r'd' --Av'enue N-. w. <br /> <br />A discussion was held regarding costs to larger land owners. <br /> <br />Mayor Gamec commented that the street will incur added traffic because of <br />the new development, Oakridge Estates, and persons with larger pieces of <br />land could be put in a position of being forced to subdivide, maybe the Council <br />should look into a different way of spreading the cost. <br /> <br />Councilman COx said this is putting considerable pressure on two individual <br />parcels that aren't in the development of the new plat, then it isn't <br />fair to put all the cost on the developer and maybe Woodlawn Estates has <br />already broke the road down into its present condition. He added that the City <br />has received requests from persons from Woodlawn Estates and Forest Hideaway <br />to have the street upgraded, this assessment is spread over a ten-year <br />period, these are some things the Council has to address. A 4/5 vote of the <br />Council is necessary to authorize the improvement and in as much as one <br />of the Councilmembers is absent, he feels this should not be acted on tonight. <br /> <br /> <br />
