Also, the proposed plans were not signed by a registered professional engi.~ neet as required by Article 170.039D of the City Code. In review of the street alignment we found that Helium Lane N.W. had been deleted between 150th Curve N.W. and 149th Lane N.W. This results in over a 1,000 foot cul-de-sac which is in conflict with the City Code. The proposed street alignment also does not provide any access 'to the south of the plat and the street intersecting 149th Lane N.W. meets 149th Lane N.W. at an angle of approximately 61 degrees. Section 170.038C12 of the City Code states that the angle formed by intersections of streets shall not be less than 70 de- grees with 90 degree intersections preferred. As previously mentioned in our February 19, 1979 'letter, the soils on Lots 1-5 of Block 3 are not suitable for on-site sewer disposal systems. There- fore, building should be restricted on those lots until municipal sanitary sewer is available. Also the City.Council has indicated that they will restrict development in the urban area to one dwelling per acre until sani- tary sewer is available. The proposed street intersecting 149th Lane 'N.W. was not named and the other proposed street names should be consistent with the street naming pattern that has been established in the City. To date no soil data has been provided as required by Article 170.037B(i) of the City Code, nor has the Ramsey Plumbing Inspector made an evaluation of · those lots proposed for individual sewage treatment systems as required I)y Article 170.038H of the City Code.
