May 14, 1979 <br />Public Hearing <br /> Page 2 <br /> <br />Mr. Bowers asked why they have to have ditches when Traprock Conmons roads <br />don't have ditches. <br /> <br />Engineer Raatikka explained that Traprock streets are suburban type with <br />a bituminous bermwhich directs the water to a catch basin in a Iow <br />area. The proposed street for his area is a rural section which is a <br />different type of street. <br /> <br />Mayor Gamec explained that these costs are the highest estimate and in <br />most cases they have come in lower. <br /> <br />Mr. J. Schwartz, 7805 lS6th Avenue ~skedwhat the procedure is after the <br />public hearing. <br /> <br />Mayor Gamec said the public hearing is designed to allow citizens to voice <br />their opinions to the Council and based on the input Council decides <br />whether or not to proceed with advertising for bids. The project is <br />let for bids followed then by the assessment procedure~and, an assessment <br />hea~ing. <br /> <br />Mr. R. Goegy, 7931 156th asked who pays for maintaining these roads, 1~ inches <br />of asphalt doesn't seem like it's enough for the actual traffic. He <br />noticed other paved streets that are breaking up in the area. <br /> <br />Engineer Raatikka explained that there are three to four inches on County <br />Road 5 which is a 9-ton road. <br /> <br />Mayor Gamec added that the City gtreets are equivalent to 5-ton roads. <br />The City requires a performance bond from the firm doing the project <br />which guarantees the quality of the road for one year after completion. <br />People pay for maintaining the road after that time through their taxes. <br /> <br />Councilman Cox asked what road h6~-is referring to that is breaking <br /> <br />Mr. Goegy described the area where the road is breaking up. <br /> <br />Engineer Raatikka said that is Whispering Pines and that those roads aren't <br />completed yet. <br /> <br />Mayor Gamec stated that the City Engineer will do a final inspection of the <br />roads before the performance bond is released. <br /> <br />Chris Norholm, 156t]% asked that with a 5-ton road could they keep cement <br />trucks from using the road during the summer. He feels they could use CO. Rd. <br />S instead and asked if signs could be posted that show the limit capacity. <br /> <br />Engineer Raatikka said the tonnage is based on the number of trip}. The <br />S-ton road will take an occasional 9-ton load with no problem, it is the <br />number of repitition of trips that will cause the.problem/ <br /> <br />Mayor Gamec'suggested'if people on a S-ton road notice heavy traffic of this <br />type that they'contact the City. <br /> <br /> <br />
