Motion by Councilmel-nber Cook, seconded by Councitmember Elvig, to direct staff to send a <br />letter to each of these three property owners transmitting a copy of the appraisal, advising them <br />of their tight to have their own appraisal reimbursed up to a cost of $1,500, and advising them <br />that the City would be open to negotiation for the easement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Pearson, Strom~.nen, <br />and Zimmerman. Voting No: None. Absent: Councilmember Kurak. <br /> <br />6) Consider Petition for FeasibiliW Study for Ebony Street <br />Improvements <br /> <br />Councilmember Zimmennan reported that Tim Holms, former owner of the Superbowl, has <br />retained Ownership of the one acre lot (Lot 3, Block 4, Riverside West) south of the Superbowl. <br />Mr. Holms, along with two additional property owners on Ebony Street between 137'h Avenue <br />and Riverdale Drive have submitted a petition requesting a feasibility study on 'unspecified <br />improvements to the street. Mr. Holm has expressed .an interest in extending sewer and water <br />northward from 1'37'h Street to be able to create three urban services lots. Mr. Clemens, owner of <br />Lot 1, Block 1 and Outlot A both of Clemens Addition could plat his outlot as a buildabte lot if <br />sewer and water were available'. Mr. Clemens has also signed the petition. The third supporter of <br />this petition is the owner of Lot 4, Block 3, Riverside West, Alexander Vulks. This lot currently <br />has a single family residence, but could be divided if city services were available. <br /> <br />City Attorney Goodrich stated that the petition as submitted and signed by Mr. Holm, Mr. <br />Clemens and Mr. Vulks is not a valid petition. He stated that the petitioners are in the process of <br />obtaining signatures for a valid petition. As a result, this matter should be tabled. <br /> <br />Motion by Councilmember Cook, seconded by Councihnember Zimmerman, to table the Petition <br />for Feasibility Study for Ebony Street Improvements.pending receipt of a valid petition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Zimmennan, Elvig, <br />Pearson, and Strommen. Voting No: None. Absent: Councilmernber Kurak. <br /> <br />7) Review Mn/DOT Proposed Closure of Median Crossings on Highway <br />10/169 <br /> <br />Councihnember Zimmennan explained that MnDOT has released plans for the 2005 overlay <br />projects and stated that Highway 10/169 through Ramsey is on the list. He indicated that <br />MnDOT proposes, to close the following median crossings between signals: Tungsten Street, <br />Feldspar Street, Llama Street, midway between Traprock Street and An:astrong Boulevard, the <br />crossing west of Beatty Street, and the crossing at the west end of the weigh station. <br /> <br />Assistant Public Works Director Olson stated that if the City is serious about moving forward <br />with the median closings, there are a number of steps that will need to be taken.
