Absent: Councilmember Kurak. <br /> <br />Case//9: <br /> <br />Reqnest for Final Plat Approval for Town Center 4`~' Addition; Case of <br />Ramsey Town Center, LLC <br /> <br />Corm'nunity Development Director Frolik advised that the City is in receipt of a final plat for <br />Ramsey Town Center 4'~ Addition. The development will plat one buildable lot for an office <br />building for Jim Deal. The subject property is located at the corner of Sunwood Drive and <br />Peridot Street. 'She stated the City Council approved the preliminary plat for Ramsey Town <br />Center 4'~' Addition on June 22, 2004. The plat is proposing to plat one buildable lot and one <br />outlot. Lot 1 is 1.23 acres in size and is zoned TC-3. The property is bordered by Sunwood Drive <br />to the south, Rhinestone to the west, and 145"~ Street to the north. The City received a site plan <br />by Sharp and Associates to develop a 43,168 square foot office building on Lot I. The <br />preliminary site plan was approved by the City Council on June 22, 2004. A final site plan <br />review of the development will be considered at the July 27, 2004 City Council rneeting. The' <br />final site plan approval will review the drainage, ~ading, utility, and street plana. The final site <br />plan case will also contain the Secondary Development A~eement as required under the Ramsey <br />Town Center Master Development Abn'eement. She stated the applicant would like the City <br />Council to. consider approval of the final plat at this time to expedite the plat recording process. <br />Staff finds this acceptable due to the simple nature of the plat and the fact that the final site plan <br />will be reviewed on July 27, 2004. She noted that the City will not release the plat or building <br />permit until the final site plan approval is given, the development ageement is executed, and all <br />applicable fees are paid. Given the time lag for County plat review and the time it takes to <br />prepare the final plat mylars used for recording, the applicant would like to get a two week head <br />start. <br /> <br />Community Development Director Frolik stated the final plat has been revised to show a 58-foot <br />wide right-of-way for 145th Avenue as approved'by the Board of Adjustment on July 1, 2004. <br />The final plat also shows an additional two feet of fight-of-way t:br Sunwood Drive as requested <br />by the City. This additional right-of-way will allow for proper maintenance of the sidewalk and <br />streetscape along Sunwood Drive. Payment of stormwater, sewer, and water trunk fees will be <br />required prior to release of the plat for recording. <br /> <br />Pursuant to the Master Development Agreement between the City and Ramsey Town Center <br />LLC, a separate parks a~'eement between the two parties has been agreed upon. The Park and <br />Trail Dedication Agn:eement stipulates that land and cash payrnents will be made to cover the <br />Park Dedication and Trail Development obligations by Ramsey Town Center; therefore, no Park <br />and Trail Dedication or fees are required as part of this pl.at. However, Ramsey Town Center <br />LLC has not executed the Park and Trail Dedication A~eernent. Without the executed <br />a~'eement from Ramsey Town Center LLC, the City will require an escrow in an amount equal <br />to normal Park and Trail Dedication fee amounts prior to the release of' the final plat for <br />recording.
