because of its proximity to the track entrance and the corner intersection of Zeolite and Civic <br />Center Drive. The applicant has stated they reserve the right to reconsider this if the access at <br />Sunwood Drive is denied. <br /> <br />Community Development Director Frolik indicated the required modifications tO the grading and <br />utility plans are listed in the Staff Review letter dated July 8. The final landscape plan must be <br />modified to include an additional 39 trees. The City Staff Review Letter dated July 8 also states <br />that the additional trees are to be planted adjacent to Armstrong Boulevard NW. On July 12, the <br />Planning Commission agreed that the commercial services, future restaurants and pond should <br />not be completely screened from public view and that the Landscape Plan should be adjusted <br />accordingly. It was also suggested that the applicant draw up a phasing plan for the installation <br />of landscaping as build~ngs are constructed. The final site plan should reflect that waste storage <br />will be indoors. The development agreement will include the standard language to require prior <br />approval of lighting plan and fixtures. She advised that staff and the Planning Commission <br />recommend approval of the preliminary site plan contingent upon compliance with the City Staff <br />Review Letter dated July 8, 2004, Revised July 23, 2004, obtaining a variance to the floor area <br />ratio requirements on the proposed Lot 1, Ramsey Town Center 3~d Addition, and obtaining a <br />variance to the restriction of multiple main buildings on a lot. <br /> <br />Councilmember Elvig inquired if the trash containers will be screened from Highway 10. <br /> <br />Mr. McDonald responded in the affirmative. <br /> <br />Councilmember Kurak asked who would build and maintain the access from' Armstrong <br />Boulevard out Sunwood Drive. <br /> <br />Assistant Public Works Director Olson replied the City will eventually end up maintaining the <br />access, but they will not build it. Staff does not care if it is built by the master developer in the <br />streetscape design or the secondm,'y developer as it relates to their site plan, as long as the City is <br />not paying for it. <br /> <br />Mayor Gamec commented the entrances should all be uniform. <br /> <br />Assistant Community Development Director Trudgeon indicated this is an entrance into Town <br />Center, not just to Coborns. There will need to be heavy City involvement, at least in the'design, <br />to make sure it has the image they want to projectl It would be completely appropriate to involve <br />the master developer in this. <br /> <br />Assistant Public Works Director Olson replied he a~ees that this is not an entrance specifically <br />for Coborns. The streetscape plan is something that will also benefit the entire look and feel of <br />Town Center. They are discussing this being the responsibility of the master developer at the <br />time that these improvements or buildings go in.
