Mr. Baxley replied the fees will enter into a lump sum contract with the City. Even the fees they <br />are quoting are extreme, and as they narrow the scope the fees should adjust. <br /> <br />Councihnember Cook questioned if 3D/I will work as construction manager through the <br />construction phase, and if this cost is included in the 15.8 million dollars. <br /> <br />Ms. Badinger responded in the affirmative. She explained 3D/I is doing the estimating and <br />scheduling and working with the City and BKV together as a team. 3D/I will have an on-site <br />manager through the construction. She explained 3D/I likes to have the most input during the <br />visioning and schematic design. BKV and 3D/I will work together and a quality control check <br />will be done before they go out to bid. Reviews during the process are very important. <br /> <br />Councilmember Elvig inquired about the payment schedule. <br /> <br />Assistant City Administrator Nelson replied there would have to be a point at which the Council <br />would authorize bidding; at that point they would have to authorize the issuance of the bonds. <br /> <br />Councihnember Pearson asked how close the city of Blaine was to their target dollars when they <br />built their City Hall. <br /> <br />Assistant City Administrator Nelson replied Blaine ended up with quite a bit of change orders, <br />and the project was close to one million dollars over what the project was originally bid at. <br />Hopefully preparing a tight bid contract and working with the architect firm and staff can <br />minimize some of that. <br /> <br />Ms. Badingcr indicated one thing is to have staff involved closely in the design and reviewing the <br />documents. Bid alternates allow the decision of which way to go depending on how the bids <br />come in. The market could fluctuate one year from now, and estimating can only project out so <br />far. One of the steps of 3D/I during the process is value engineering, and if they are over budget <br />there are ways to take it down without lessening quality. <br /> <br />Assistant City Administrator Nelson indicated with Council direction tonight staff would prepare <br />a resolution for attthorization at the July 13th Council meeting for additional funds to continue <br />working. <br /> <br />Mayor Gamec stated there should be a staff construction group, as they are the people that will <br />work in the building and understand the practicality of things. <br /> <br />Mayor Gamec questioned if the funds coming from the equipment transfer fund are for <br />equipment that would still be needed, such as the furnace or air conditioner. <br /> <br />Finance Officer Lund replied the $330,000 from the equipment replacement fund basically <br />consists of computers and several hundred smaller items. <br /> <br />City Council Work Session/June 29, 2004 <br /> Page 3 of 4 <br /> <br /> <br />
