authorize LSA Design to complete the design services and construction management of Phase I <br />and Phase II as outlined in the project memo included in the Committee's packet. He noted there <br />are two additional pieces. One is for reimbursable costs being estimated at roughly $18,000, the <br />other is for soil and concrete testing estimated at an additional $75,000. If there is any possibility <br />he would like to see if staff could receive authorization to go forward with this with a total cost <br />o1'$659,850. <br /> <br />Councilmcmber Strommen indicated she is inclined to move forward with this as a package. She <br />asked where the funding for the additional $18,000 and $75,000 would come from. <br /> <br />Assistant Finance Officer Lund replied at the time they bond all these costs would be included. <br /> <br />Assistant Public Works Director Olson noted the reimbursable costs and soil and concrete testing <br />are estimated costs. He thought they could negotiate with whoever they select for design services <br />to sec if they could do it for that amount and, if not, this would be brought back for an <br />amendment to the contract. <br /> <br />Chairperson Elvig asked if the City is bound in any way on this proposal to receive bids. <br /> <br />Jo Ann Olsen of LSA Design advised the City is not obligated to go out for bids until the <br />construction phase, and they could use anyone they want for design services. She noted the <br />Phase I and Phase Il piece under the compensation is just for the first piece of planning and <br />schematic design. The remaining design development construction document is just for Phase I. <br /> <br />Assistant Public Works Director Olson noted Phase II is to add an additional 150 parking stalls <br />and a transit station. At this time they are just doing the Park and Ride and are hopeful the <br />Northstar Rail will be a reality in the near future and they can go forward with Phase 1I shortly <br />afterwards. <br /> <br />Chairperson Elvig asked if the structure will be designed so it can be added on to in the near <br />future. <br /> <br />Assistant Public Works Director Olson responded in the affirmative. He explained the structure <br />will be designed to accommodate the additional 150 spaces. The third and fourth levels will not <br />be designed; the first two levels will be designed to accommodate enough structure for the upper <br />levels. <br /> <br />Councilmcmber Elvig questioned if it has been determined that it is financially sound to <br />construct thc structure in that way and if it will be an easy add on. <br /> <br />Assistant Public Works Director Olson replied by the time they get to design documentation and <br />are ready to go out for bidding, if they decide it is in the best interest to go forward with the full <br />phase they can put something together. <br /> <br />Counci hnember Elvig questioned if they would have to go back through this design phase. <br /> <br />Finance Committee/July 27, 2004 <br /> Page 3 of 5 <br /> <br /> <br />
