Assistant Public Works Director Olson responded in the affirmative. <br /> <br />Councilmcmber Elvig commented he is inclined to say they may want to build the whole <br />structure at once. He asked if schematic design would get them to a point to price all that out. <br /> <br />Assistant ?ublic Works Director Olson replied this can be brought back for the Committee to <br />decide if they want to do the whole thing with a better cost estimate. He would like to get going <br />as soon as possible on the proposal. If they decide in a month to include Phase II it should not be <br />an issue to bring back. <br /> <br />Councilmember Elvig questioned if they can get good numbers on the schematic design or if they <br />have to get into design element and construction design to get good numbers. <br /> <br />Assistant Public Works Director Olson advised design development will include the best <br />probable cost. <br /> <br />Councihnember Zimmerman indicated he would simply build the two levels first with the ability <br />to add two more. It would look better to fill that up first, and it would look out of place if the <br />structure is too large. <br /> <br />Councihncmber Strommen indicated with Northstar hanging in the balance she would have a <br />concern that they would have a transit center that does not have a train. <br /> <br />Councihnember Elvig explained he is not necessarily interested in building the whole structure at <br />once, but he would like to have some hard numbers on it. He noted they may be able to get that <br />with schematic design. <br /> <br />Councihnember Zimmerman inquired if there has been discussion of a structure that is cast in <br />place, rather than prefab <br /> <br />Bill Fossing of LSA Design replied that discussion would come out in the schematic design <br />process, and would not necessarily even have to be decided in the schematic design. <br /> <br />Assistant Public Works Director Olson indicated if staff receives direction that one construction <br />technique is preferred costs can be put together to inform the Committee. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Strommen, to recommend <br />that thc City Council authorize the hiring of LSA Design for completing the services necessary to <br />complete the Phase I parking structure adjacent to the City Hall building within the Core area of <br />Ramsey Town Center Addition, additional reimbursable costs of $18,000, and costs for soils <br />engineering, IBC Special Inspections Testing and other permit related costs of $75,000, for a <br />total amount not to exceed $659,850. <br /> <br />Finance Committee/July 27, 2004 <br /> Page 4 of 5 <br /> <br /> <br />
