SITE PLAN - DESIGN PLAN PROPOSED ORDINANCE REVIEW <br /> <br />Ron Wes~ reported that the Committee on the Site Plan-Design Plan Ordinance <br />met on Friday morning and discussed the site plan review and building <br />structures for the city. He said they are going to try to eliminate the "pole" <br />building type structure. Any new construction in commercial and industrial <br />districts will be required to have a development contract and a bond for the <br />construction. They discussed one acre lots and Art Dunn and Engineer Raatikka <br />will work on a formula to determine how a one acre lot will support certain <br />business activities with on-site septic systems. <br /> <br />Chairman Ken Peterson announced that the Planning and Zoning Commission will <br />hold a special meeting on Monday, July 9, 1979 to review the proposed ordinance <br />for the critical rivers area.with Attorney Goodrich, to review the comprehensive <br />plan scheduling with Dexter Marston and to review the rough draft of the site <br />and design plan ordinance. <br /> <br />ROLAND LOOYEN - SKETCH PLAN <br /> <br />Mr. Roland Looyen, 16685 Garnet Street was present to discuss his request <br />to subdivide approximately seven and one-half (7~) acres exclusive of <br />road easements on 167th and County Road 5~into four (4) lots. <br /> <br />Engineer Raatikka read his report regarding Mr. Looyen!s sketch plan. <br />The soil evaluation completed by the Soil Conservation~Service indicates <br />that approximately 6.5 acres of this site consits of Dalbo silt loam with <br />severe limitations to residential development. If the developer is to proceed <br />with this subdivision, it is recommended that a detailed site evaluation <br />as described in Article 170.038H of the City Code be completed on each <br />proposed lot. <br /> <br />P g Z discussed with Mr. Looyen the street easement which he had granted <br />to the City when he originally subdivided his parcel fromBertha Smith's <br />property. <br /> <br />Ken Peterson read the July 12, 1976 Council minutes regarding this request <br />which granted a variance to Mr. Looyen for a building permit for his property <br />with the sti~ulation that an easement of 66 feet in width starting 300 feet <br />West of the NE corner of the described property running parallel to the West <br />edge of County Road 5 to the South property line of the above described parcel <br />and no building permit will be given until such time as a registered survey <br />contaihing the easement be given to the City and the park fee paid. <br /> <br />MOTION by Art Dunn, seconded by Ben Deemer to ask the City Council t0 investigate <br />the possibility of changing the calculation factor for'the 2~ acre lots to <br />include the roads because it doesn't n~ke for section' subdivision and the property <br />ow~ers pay taxes to the center of the road, County Roads to be an~exception. <br /> <br />Motion carried. 5 - 0. <br /> <br />Chairman Peterson told Mr. Looyen that the best he could do would be to <br />divide the property into three lots including the one he presently has his <br />home on. <br /> <br /> -9- <br />Regulam Meeting P & Z - 7/2/79 <br /> <br /> <br />
