Administrator Schnelle said the future traffic contmol signal at possibly <br />County Road 83 and Llama Street should be addressed by the developer and the <br />State Highway Department. When the plat is built up the traffic could create <br />a problem and a determination should be made as to the responsibility for <br />the cost of obtaining the signalization. <br /> <br />The developer is to obtain a letter from the State Highway Department in <br />regard to this plat before preliminary appmoval. <br /> <br />Ben Deemer and Ken Peterson indicated that they would like to see the <br />short street on the West end of the plat omitted from the preliminary plat. <br /> <br />Engineer Raatikka said that urban streets should be constructed for this <br />plat,with an 80 foot right of way, an additional four feet should be paved <br />surface for bikes and trails. <br /> <br />A discussion was held on the amount of setback from Highway 10. <br /> <br />Art Dunn noted the existing trees in this area and indicated that they <br />should be preserved as much as possible, <br /> <br />Chairman Ken Peterson said that if this is developed as a PUD~ esPecially <br />being located in the critical river area, any~steps that can be taken to <br />save the greatest amount of trees should be, even as far as increasing <br />the density in certain areas in order to save the trees. Perhaps this <br />plat couldhave special zoning districts. <br /> <br />Ben Deemer said that some sort of classification between the ro~Sof~business <br />¢~ould serve more as a buffer, for residential, such as multiple dwelling units. <br /> <br />Ron West said the developer would have to meet ~heL~ngineer-'sreq~irements, <br />obtain a letter from the State Highway Department~obtaim soils~tests and <br />topography, and obtain permission from the DNR to fill any lots before <br />preliminary approval. <br /> <br />Ron West said he is in favor of a PUD, saving the natural'beauty. <br /> <br />Jeff Caine said the Park Commission asked for park land in this plat. <br /> <br />A discussion was~held on why the Park Commission asked for a park in this <br />area when there .are two other parks planned in this river corridor. <br /> <br />Controlled access to the river for the use of the PUD residents was discussed. <br /> <br />Jim Martin said this would increase the value of the lots a couple lots back <br />from the river. <br /> <br />Chairman Peterson said the developer should show a scenic easement to the top <br />of the bank or bluff line and this would be one of the covenants of this plat <br />pertaining to the lots along the river. <br /> <br />Administrator Schnelle said a PUD development relieves a lot of pressures in <br />the future because everything is al! planned and spelled out and eliminates <br />a lot of p~oblems in the development!s staging. <br /> <br /> -8- <br />Regular Meeting P g Z - 7/3/79 <br /> <br /> <br />
