PLANNING g ZONING <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />SPECIAL MEETING <br /> <br />A special meeting of the Planning & Zoning Commission was held on July 9, 1979 <br />at Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />55303 <br /> <br />The following members were present: <br /> <br />Others present: <br /> <br />;n~t Dunn <br />Gerald Zimmerman <br />Kathleen Schneider <br />Ken Peterson <br />Ron West <br />Ben Deemer <br /> <br />City Administrator, Lloyd Schnelle <br />City Attorney, William Goodrich <br />Plan Consultant, Dexter Marston <br /> <br />Chairman Peterson called the special meeting to'order at'7:44 P.M. He announced <br />that the purpose of the special meeting is a work session for P & Z. <br /> <br />AGENDA APPROVAL <br /> <br />The Agenda was approved with the following addition: Shoreline Ordinance <br />Item, requested per Ben Deemer. <br /> <br />ITEM NO. I 'ATTORNEY WILLIAM GOODRICH'PRESENTATION~OF'THEPROPOSED ORDINANCE <br />FORTHE'CRITICAL~RIVER'AREA:ENTITLED.'"'ENVIRONMENTAL'PROTECTION,' <br /> <br />Attorney Goodrich presented the proposed environmental protection ordinance <br />and said that it is resulting from the adoption of the policy for the <br />critical rivers area plan. He said that he has conferred with Mr.'Marston <br />while drafting the ordinance so that it is in conjunction with the plan. <br /> <br />Art Duhn raised a question under the Section 170.0112 of the ordinance m- <br />Findings &'Purpose, 2nd paragraph should be corrected by taking out the <br />phrase "without proper corrective action", because with this in, the meaning <br />could be construed to mean -- allowing for any and all development. · <br /> <br />Discussion regarding applying thiS ordinance to the entire City. <br /> <br />Dexter Marston commented that the City would be premature in doing that because <br />they haven't had the public hearings or gone through the proper processes to <br />justify the establishment of these regulations throughout the rest of the City. <br /> <br />Attorney Goodrich suggested a definition for wetlands being any low areas <br />permanently or seasonally covered with shallow water, marshes, swamps, slew, <br />bog, intermittant lake or floodway. <br /> <br />Art Dunn stated that he did not think that the City would be afforded the <br />luxury of defining their own wetlands as their is something coming through on <br />public waters and all of the wetlands in the City have been designated on Count~ <br />maps o <br /> <br /> --1-- <br /> <br />:,~ P &Z <br />: : .
