Dexter Marston said the City may want to have a definition over and above
what they have on the map because it was done with infra-red photographing technique
during a dry year plus with the best information we have available now -
identify them and state that there are other areas which are not identified
but that could still be areas where people could have problems such as
water in their basements, etc.

Mr. Martin said that the.wetland area cannot be used in calculating the land
area requirements of the lot size. He feels we have to be very careful
about this definition.

Mr. Marston said some communities allow for taking credit for that land
(where you have public utilities), ahd i'n some con~munities you are not
alllowed to take ~he credit. In places where they don't have public utilities
you can run into trouble with the septic system if the lot sizes are too small.

Art Dunn said the "flood plain" should be changed to read "flood way".

Considerable discussion held concerning the environmental permit.

Art Dunn said he feels that by going into the design and site plan review
and to ask for this permit also is too much.

Ron West stated that the cost to the homeowner for this permit application
process would be an additional 2 percent to the cost of the home.

Art Dunn questioned what the permit 'would do and what the end result would
be if it wasn't followed.

Ben Deemer asked how persons would be made aware of the permit.

Kathy Schneider said she felt that people'should~check out-these things
themselves at the city level to see if their lots have any restrictions etc.,
but agrees that the cost may be hard ~for'peopte.to bear,

Mr. Marston said the least amount would have lto be provided for a single
family home. The'bigger the development, the more they would have to provide for.
Single family homes would provide a survey showing trees, etc. There is a
distinction between smaller developments and the large scale developments.
Without the development permit you would not have a guideline to base standards
on the new developments.

Ben Deemer feels the rest of the ordinance would cover whatever standards are
necessary.

Art Dunn asked who would be reviewing this permit.

Attorney Goodrich replied that P g Z wJ_lt review,, however when the plat itself
is approved this will be covered ~tlthat time and single lots within the plat
wJ_ll not have to come back to P gZ. Single family homes can be approved by
the zoning officer.

Discussion was held on how people would be made aware that their lot is subject
to certain restrictions.

-2-
P ¢ Z
Special Meeting
7/9/79
