The secretary of the Planning and Zoning Commission shall refer the <br />matter to the Planning and Zoning Commission by placing the application upon <br />the agenda of the commission's next regular meeting; provided, however, that <br />the secretary may, with the approval of the Planning and Zoning Commission's <br />chairperson, place the application on the agenda.for a special meeting of the <br />Planning and Zoning Commission. <br /> <br /> e. The City Engineer shall ascertain by investigation or inspection what <br />on-site and off-site improvements are in, or provided for. He shall consider <br />each items as grading, gravel base, blacktop, boulevard sodding, sidewalk, <br />curb and gutter, drainage, parking area, sanitary sewer, storm sewer, catch <br />basins, sewer connections, water mains, wells, property line curbs,'buffer <br />zones, and other items of a like nature including street, alley, utility and <br />drainage easements. The City Engineer shall report his findings to the Planning <br />and Zoning Commission prior to the commission's review of the application. <br /> <br /> f. The applicant or his agent shall appear at each meeting of the Planning <br />and Zoning Commission and City Council to answer questions regarding the maps, <br />drawings, plans and to furnish such information as may be required. <br /> <br /> g. The Planning and Zoning Commission shall review the application. It <br />shall be the duty of the Planning and Zoning Commission to determine whether <br />the building designand site plan conform with or exceeds the standards es- <br /> <br /> <br />
