AD'IN 1000 (Rev. 1~8) <br /> <br /> Environmental Planning/ <br /> DEPARTMENT <br /> Critical Areas <br /> <br /> TO : Lloyd Schnelle, City Administrator <br /> <br />FROM : <br /> <br />Arthur S idner, Chairman g~'~/,,~'~"- <br />Minnesota Environmental Quality Board <br /> <br />PHONE: 296-2686 <br /> <br />SUBJECT: <br /> <br />Mississippi River Critical Area Rev. iew of the Pmoposed <br />Alpaca Estates Subdivision in the City of Ramsey <br /> <br />The Environmental Quality Board (EQB) has received the proposal for <br />Alpaca Estates subdivision in the City of Ramsey and the EQB staff has <br />reviewed it for conformance with the Interim Development Regulations for <br />the Mississippi River Corridor Critical Area. <br /> <br />Our review indicates that only a portion of the project is within the <br />Critical Area and subject to the Critical Area. Interim Development <br />Regulations. The two rows of proposed residential lots-adjoining and <br />paralleling the river are within the Critical Area. <br /> <br />The proposed project is within the Rural Open Space District. The minimum <br />lot size in this district is 5 acres per single family unit in uns~wered <br />areas. The proposed residential lots are located in an unsewered area <br />and all would be approximately 2.5 acres in size. <br /> <br />The Mississippi River floodplain study, indicates that portions of the <br />residential lots along the river would be inundated by the lO0-year flood <br />levels. The data indicates that some houses and on-site sanitary systems <br />along the river might be subject to flooding depending on their specified <br />locations. The Interim Regulations prohibit the placement of on-site <br />disposal systems in the floodplain and require a setback of 75 feet from the <br />normal high water mark. The plan is inconsistent with this requirement <br />and does not recognize the potential problem of flooding or indicate solu- <br />tions to this hazard. The project plans do not indicate whether the develop- <br />ment will meet local or statewide floodplain regulations or the require- <br />ments for on-site sanitary systems. <br /> <br />Also¥ the project plans do not indicate how Critical Area requirements <br />for grading and filling to minimize erosion and water pollution will be <br />met. <br /> <br />Ba'sed on the information provided by the City the EQB concludes that <br />the proposed devel.opment is inconsistent with the Critical Area Interim <br />Development Regulations in the following ways: <br /> <br />1. The proposed lot sizes are inconsistent with the five-acre <br /> minimum lot size for unsewered areas. <br /> <br /> <br />
