CITY OF RAMSEY <br /> <br />PLANNING & ZONING COMMISSION MONTHLY WORK SESSION MEETING <br />AUGUST 21, 1979 <br /> <br />6: 40 P.M. <br /> <br />The City of Ramsey Planning & Zoning Commission held a work session <br />meeting on August 21, 1979, at the RamseyMenicipal Center, 15153 <br />Nowthen Boulevard N.W., Ramsey, Minnesota. 55303 <br /> <br />Present: Chairman Ken Peterson Absent: Ron West <br /> Kathy Schneider <br /> Art Dunn <br /> Gerald Zimmerman <br /> Ben Deemer <br /> John Hubbard <br /> <br />Also Present: Dexter Marston, Planning Consultant <br /> Lloyd Schnelle, City Administrator <br /> <br />Chaiman Peterson called the work session meeting to order at 6:40 P.M. <br />The Agenda was approved with the addition of the presentation of the <br />1980 Budget. <br /> <br />Mr. Marston spoke on the Protection Section of the Comprehensive Plan. <br />He stated that the first section is the Hnvironmental Section. He <br />presented material on the Critical Area Plan and posted maps on soils, <br />woodlands etc. He reviewed the Environmental Section Report with the <br />Commission.pointing out some of the differences in this report and the <br />Critical Area Plan. He said h~ does not have any policies in this section <br />but in revision of this, the policies would be fairly consistent to what <br />is already established. <br /> <br />Natural Watercourses There was no specific comment on this section, <br />Mr. Marston pbinted out the map. <br /> <br />Regarding Wetlands, one addition is a description of the DNRwetlands <br />class, types 2-6. ?he wetlands identified here are those wetlands that <br />are one acre or more.and the information is based on aerial photos taken <br />three (3) years ago in conjunction with the Metro Council and the DNR. <br /> <br />Ken Peterson said that this photo was taken at a very draught time and <br />therefore questioned the accuracy. <br /> <br />Mr. Marston agreed that this was one of the criticism of this piece of <br />information but that this was the only c~ite~i~ available to work with. <br />He suggested using one acre parcels instead of 2.S acres or larger <br />to determine ahy alterations of the land. <br /> <br />Art Dunn asked a question conceming Page 3, the bottom line regarding <br />dredging or filling of wetlands without a permit. He questioned if "draining" <br />of wetlands should be included in this sentence. <br /> <br />-1- <br /> <br /> <br />
