F. ngineer Raatikka said he questions if Mr. Looyan has enough Class I <br />Useable land to build a house. <br /> <br />Mr. Looyan said he does feel that there is enough good land. <br /> <br />Engineer R~atikka said according to his review of the soil tests he <br />would need a variance on that. <br /> <br />Councilman Cox said the driveway should not be on 167th and his present <br />driveway should not be use'd 'when Garnet Street is installed. The City <br />has to control the accesses on 167th Avenue or it will affect the MSA <br />funding. <br /> <br />Mr. Looyan said he would put both driveways out onto'Garnet Street. <br /> <br />Attorney Goodrich explained that he could be given one access and any other <br />building permit'requests would require the road to be installed. A contract <br />will be drafted and will be presented at the next meeting to be executed <br />between the City and Mr. Looyan in regard to the road, etc. <br /> <br />ROBERT MULLER - SITE ANDDESIGN PLAN'REVIEWREGARDINGADDITION TO HIS <br />g-TORE FOR M & L OFF-SALELIQUOR <br /> <br />Mr. Muller was present regarding his request for site/designplan approval. <br />He said he has a six foot high chain link fence at present. <br /> <br />Discussion was held regarding the number of trees to be planted along <br />the rear property line. There are to be 15 - one inch Shade trees <br />one inch in diameter. <br /> <br />Motion by Councilman COx seconded by Councilman Reimann to approve the <br />site plan as discussed above with the addition of striped fire land and <br />handicapped parking spaces marked according to State law. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Reimann and <br />Sorteberg. Voting no: None. <br /> <br />ANOKA COUNTY ENGINEER'S LE?TER DATED JULY 31, 1979 REGARDING TRAFFIC <br /> <br />CONTROL <br /> <br />This letter was presented to the Council for their information regarding <br />traffic studies by Ramsey Elementary School Crossing, 179th Lane N.W. <br />(CSAH #7) Speed Limit. <br /> <br />ALPACA ESTATES REGARDING PROPOSED REZONING <br /> <br />Motion by Councilman Cox, seconded by Councilman Sorteberg to approve <br />the "Finding of Fact" rezoning the property and adopting Ordinance No.79-9 <br />therefor. <br /> <br />Motion carried.
