Ron West asked if that i~ the time that they want the City to look at having <br />low cost housing. <br /> <br />Marston replied that is correct and that the URban Area is where the City will <br />want to plan for this to happen when the sewer and water is available. <br /> <br />The Con~nission inquired if D. Marston wanted the City to plan and set <br />aside space or restrict space for this to happen when sewer is available. <br />A lengthy discussion was held on a land-use plan map and categories that <br />were suggested by Mr. Marston. He said that he has proposed the land use plan <br />and given categories to be used and the Commissioners are to review his <br />proposal and comments are to be given to Ken Peterson or A. Peddycoart so <br />he can have feedback to work on toward establishing effective planning controls <br />for the comp plan. <br /> <br />Chairman Peterson asked if the Metro Council wanted to see UMF, Urban <br />Multi-Family and that they won't accept Ramsey's plan because of the <br />commercial zoning in the same area. <br /> <br />Mr. Marston said his personal viewpoint is that the City reconsider their <br />plan now. He doesn't like the UMB zoning that the City presently employs <br />because it is too general and it would work in cities like Chicago or <br />Minneapolis but it is not practical for a City like Ramsey. He doesn't <br />think it is appropriate to allow Commercial and multi-familyunits in the <br />same zone. Further, that the City is dealing with problems they have right <br />now and a plan shoUld not be designed to satisfy a few people. He would <br />like to see mixed classes'and feels PUB's could take the place of UMB zoning. <br /> <br />Chairman Peterson questioned that if it were to be changed now, that wouldn't <br />thatcreate undue hard~hip on Some Of the~property owners. <br /> <br />Dexter discussed his letter to Lloyd et. al and his report on potential <br />land use categ0ries'and presented his version of a land use map in conjunction <br />with his report for theCity of Ramsey. <br /> <br />The Commission expressed concern as to whether this map is consistent to what <br />the City already has in this area. <br /> <br />Chairman Peterson stated that he did not feet it appropriate to throw out all <br />of the past planning efforts that the City has done due to the fact that so <br />much time and money has already been' spent toaccomplish the planning we have now. <br /> <br />Jim Martin questioned if a report made for Anoka would serve the needs of the <br />City of Ramsey. <br /> <br />Marston stated that he feels Ramseyhas gone overboard in their industrial <br />and commercial zoning. That the City would naturally like to see this type <br />of development becaUse of the tax base it creates but he seriously questions <br />if there will ever~be a demand for as much industry o~ commercial ~se in Ramsey <br />as the City has zOned for. <br /> <br />He presented a map of Anoka County showing zoning districts throughout and <br />present uses and noted that in none of the.other cities do they have strictly <br />commercial uses along the highways but that there is residential development also. <br /> <br />P & Z WORK SESSION <br />9/18/79 - Page 2 <br /> <br /> <br />
