Mr. Kenneth Peterson <br />September 28, 1979 <br />Page Two <br /> <br />e <br /> <br />o <br /> <br />10. <br /> <br />The preliminary plat did not show the correct square footage of <br />lots and lot dimensions to the nearest tenth of a foot as <br />quired by Section 170.037C d. of the City Code. <br /> <br />In review of drainage, it appears that Lots 1 & 2 and 13~15, <br />Block 7 will be utilized for ponding the runoff from the north- <br />west portion of the plat and the remaining area is proposed to <br />be drained to the river. Discharge to the river will require <br />a DNR Permit and a U.S. Army f~orps of Engineers Permit. The <br />developer should also provide a grading plan for the plat. <br /> <br />In review of the street laYout the angle formed by the intersection <br />of Llama Street andothe street parallel to U.S. Hwy No. 10 & 169 <br />is approximately 67 . Section 170.038C of th~ City Code limits <br />the angle of intersections to a minimum of 70~. Also Armstrong <br />Boulevard N.W. does not have ~ tangent of 100 feet in length <br />between reverse curves as required by City Code. As previously <br />mentioned, the 142nd Avenue and 144th Avenue cul-de-sacs will <br />require a variance for length. <br /> <br />As previously mentioned it is still questionable if all the lots <br />contain 25% area of CoNt~guoU~ Class I land required for on-site <br />sewage ~isposal systems. Ten soil borings were made in the vicinity <br />of Lots 9 & 10, Block 9; however no elevations or locations of <br />those borings were provided. Also the requirements of Section 170.038H <br />of the CityCode have not been complied with. <br /> <br />As requested in our August 29, 1979, letter, no comments from MN/DOT <br />concerning the proposed accesses and traffic controls have been received. <br />If the Llama Street N.W. access is to be maintained its upgrading should <br />be done in conjunction with this plat. <br /> <br />As you are aware a portion of the plat is within Mississippi River <br />Corridor Critical Area and subject to the Critical Area Interim Develop- <br />ment Regulations. <br /> <br /> <br />
