PUBLIC HEARING <br /> CITY OF RNMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Pursuant to due call and notice thereof the Ramsey City Council held a <br />public hearing at the RamseyMunicipal Center, 15153 Nowthen Boulevard, <br />Rmmsey, Minnesota 55303 <br /> <br />Me~)ers Present: <br /> <br />Mayor Gamec <br />Councilman Cox <br />Councilman Mickelson <br />Councilman Re imann <br />Councilman Sorteberg <br /> <br />Also Present: <br /> <br />Adm. Schnelle <br />Engineer Raatikka <br />Attorney Goodrich <br /> <br />b~yor Gamec called the public hearing to order at 7:50 P.M. <br />He explained the purpose of the Assessment Hearing is to consider the <br />assessment for WHISPERING PINES #3 and that the City is conducting <br />the hearings at this time to save one years interest. He stated <br />that some of the projects have some items yet to be completed such <br />as restoration of ditches, repair and widening of corners etc. <br />He explained that persons who intend to install concrete aprons <br />are to contact the City hall beforehand for information. He ~xplained <br />the City's policy regarding hooking existing driveways to the roadway <br />that only those that are .three feet or closer are donnected by the City. <br /> <br />Engineer Raatikka reviewed his cost sunmary and the project. <br /> <br />Mike Field, Hedgehog Street, asked why the assessment is for 62 units <br />when there are 64 units in the plat. <br /> <br />Mayor Gamec said the City checkdd into the records found that the <br />City had requested the two outlots be so designated for drainage purposes <br />and that they could be buildable only when sewer and water is available. <br />It is now tax delinquent and these outlots are being handled similar to <br />park].and. <br /> <br />Ben Mass, 8320 157th Lane, said he checked out this at the Auditor's <br />Office and found that the Outlots are owned by private individuals, <br />Northwest Land Development and that taxes haven't been paid on these lots <br />since 1962.. He doesn't feel taxpayers should bear this assessment when <br />it is privately owned property. <br /> <br />Mayor Gamec said the City designated those outlots to take care of drainage. <br />He feels that the owners are not paying taxes because the land is not <br />buildable. <br /> <br />Mr. Moss said that it is a matter of public record that these are privately <br />owned and it should be taxed and assessed the same as everyone else. <br />Why didn't the City buy the lots.
