He stated that he has been going to a series of meetings and the final <br />decision on the sewer issue will come in January 1980. It appears at <br />this time that the City of Ramsey will be served by the Anoka Treatment <br />Plant. The approximate cost for about 200 front feet for sewer trunk <br />charge, laterals and everything is estimated to be about $6,000. He <br />said that the P & Z Commission should continue to operate in the same <br />manner that they have been. He also reported that he held a meeting <br />with the property owners along Highway 10 that will first be affected <br />by the coming of sewer and the majority of the' people were in favor <br />of the sewer. <br /> <br />~{ayor Gamec also reported on the Park & Recreation Commission and <br />that they are starting to work on a bond issue for park improvements. <br />They want to present a proposal to the general public for a vote to see <br />if citizens are interested in improving the parks. <br /> <br />They are looking into developing a major'.pRrk in the northwest corner of <br />the City, .about 40 acres. The trend now is to get away from the small neigh- <br />borhood parks due to the size of lots that persons in Ramsey have. They <br />are considering the upgrading of Peltzer Park, Brookview Park (Ramsey <br />School - just a little since the City doesn't own that property) and <br />finishing Titterud park which will be a passive area with no hockey rink <br />due to the fact that there is no room to provide parking. <br /> <br />The Rautio land was discussed for a future recreation site. A possible <br />swimming pool, ice arena, etc. However, reports have indicated that money <br />is being lost on both of these type of facilities. _ <br /> <br />Mayor Gamec said the general feeling of the P & R Commission is to use <br />the Sanitary Landfill for youth centers and take cash'from the Rautio <br />land when it develops. <br /> <br />Mayor Gamec said there may be a new law coming which would waive the park <br />dedication fee or donation for commercial and industrial developments. <br /> <br />The bond issue would be for the complete development of the parks in the <br />amount of $1,375,000. The question being~,'Do the citizens of Ramsey <br />want to pay $3 a month of taxes toward the development of the parks?" <br /> <br />Gerald Zimmerman commented regarding the Transportation segment of the <br />Comp plan and said that Dexter Marston should address signalization and <br />controlled access on Highway 10 especially at Sunfish Lake Boulevard- (County <br />Road 57) because of the amount of accidents. He feels this is critical <br />with sewer coming to this area in the near future. <br /> <br />Staff is directed to send a letter to the City of Anoka regarding their trans- <br />portation plan, that it is in complete contrast with existing development, <br />and with plats outside of their City and their projected crossing of the <br />Rum River is in conflict with County and City of Ramsey project~ (County <br />Road 116). <br /> <br />Motion by Ben Deemer and seconded by Ken Peterson to send a letter to the <br />City of Anoka commenting that their projection of their streets outside of <br /> <br /> P&Z <br /> Regular Meeting - 12/3/79 <br /> <br />Page 3 <br /> <br /> <br />
