Mayor Gamec stated that there had been an agreement at one time that the
City would assist property owners removing the trees once they were cut down
but it became such a large operation that the City did not have the staff to
do it.

State law regarding elm tree disease was discussed.

It is the consensus that the present tree program is adequate for the City of
Ramsey.

Chairman Peterson said that people could be made more aware that they can
purchase trees through the Soil Conservation Service at a very reasonable
cost from $2.75 to $4.50 per 25 seedlings.

HOUSING ELEMENT Discussion

It was noted that energy calculations are all a part of the State Code
and the City has adopted the State Code by reference.

John Hubbard noted that Minnesota'is'not the best~climatic~situation for~
earth shelters or for using solar access,

Kathleen Schneider stated that it could be made known that the City is en~ou~-~
aging individuals in building energy efficient housing and.research could be
done to see if there is some way to aid people in this respect.

Ben Deemer said the City should encourage building of better homes since it
is about the same cost.

Chairman Peterson added that the ordinances could be reviewed to insure that
there isn't conflicts between energy efficient housing, reforestation,
height limitations, etc.

Kathleen Schneider stated that general statements should be written in
without being too specific,

LAND USE ELEMENT Discussion

The comprehensive sewer plan will serve as a timing element in respect to sanitary
sewer.

Mr, Marston stated be was not sure that the Metropolitan Council will accept the
Comprehensive Plan without a separate land use plan which is what the City is
proposing, and in checking with the Council, they did indicate that it would be
okay~

Regarding Agricultural, there is no zoning classification for. agriculture
and that is because there are no concentrations of agricultural activities
or prime agriculture land, it is not economically feasible to conduct agricultural
activities in Ramsey,

Regarding residential, is there a need to distinguish between rural ~nd
transitional areas?. The rural area w~ll have no services and if it were to
ever be sewered it would have to be toward some other place than St, Paul,

WORKSHOP MEETING
PLANNING & ZONING
January 15, 1'980
Page 4
