Dennis Donovan, Chairman <br />Ramsey Park and Recreation Commission <br />17605 Argonne Street Northwest.' <br />Ramsey, Minnesota 55303 <br /> <br />Re: Park Concept for Proposed Meadowbrook Subdivision <br /> <br />Dear Mr. Donovan: <br /> <br />Pursuant to our past conversation, please find enclosed: 1) a copy of the <br />proposed Meadowbrook preliminary plat, and 2) a locational map. <br /> <br />The park concept is indicated by green stripes on the enclosed proposed plat. <br />The intent of the concept is to basically provide a park and.pedestrian area on <br />the north side of Trott Brook and enable access from the south side via a 20 <br />foot wide pedestrian easement. Also, access to the park could be planned from <br />the north, east or west side of the subject property for land north of the brook. <br />We feel that a trail system on the brook's south side, paralleling the stream, <br />could create an adverse situation from people wandering into residential rear <br />yards. Also, this area is so steep and heavily wooded that a trail system is <br />not realistic for thi~ type of terrain or vegetation'. It.appears prudent to <br />have this area remain in its natural state. However, the brook's north side <br />levels out and is predominately grassland, especially in the western portion. <br />The proposed concept consists of approximately 5.5 acres for park and a little <br />less than one acre in a pedestrian (trail type) easement which could be used for <br />passive recreation as well. Regarding the dedication of this land, we are in <br />agreement with dedicating the legal limit as prescribed by Ramsey ordinance. <br />This totals 10 percent of the total land area in our case, or about 4.3 acres <br />according to the City's Consulting Engineer. <br /> <br />We ~eel the proposed park concept would basically satisfy the recreation corridor <br />plan that Ramsey has for Trott Brook. Regarding Lot Four of the proposed plat <br />which extends north of the brook,.we 'find this creates no adverse impact on <br />the public. It will offer future owners a unique, natural and private open <br />space area. This area will also enable Continuity in the park system since it <br />has a pedestrian easement extending through it east and west that coincides with <br /> <br /> <br />
