consul?lng encjineers Jversified inc, <br /> p.o. box j. osseo, minnesota 55369 LI (612) 425-2181 <br /> <br />civil <br />municipal <br />planning <br />environmental <br />land surveying <br />geotechnics <br /> <br /> February 26, 1980 <br /> <br />Mr. Kenneth Peterson, Chairman <br />Ramsey Planning and Zoning Commission <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Anoka, Minnesota 55303 ' <br /> <br />Re: Alpaca Estates <br /> Revised Preliminary Plat <br /> <br />Dear Mr. Peterson: <br /> <br />Since our letter of October 31, 1979, on the above referenced plat, the developer <br />has completed an Environmental Assessment Worksheet and received comments from <br />the Minnesota Engironmental Quality Board (EQB), Department of Natural Resources <br />(DNR), Minnesota Pollution Oontrol Agency (MPCA), Corps of Engineers and the <br />Minnesota Department of Transportation (MN/DOT). <br /> <br />The EQB stated that they did not receive any Objections to the Environmental <br />Assessment Worksheet. Therefore, no environmental impact statement will be requir- <br />ed. The MPCA's comments eXpressed concern for on-site septic systems. They <br />indicated that soil borings indicate mottling at depths of two to three feet. Soil <br />borings completed by the developer do not show mottling; however, as we previously <br />stated it appears that Lots 7-9, Block 8 will require minimal filling to meet the <br />Class I land r.equirement for on-site sewage disposal systems. We also concur with <br />the MPCA that percolation rates should be obtained for adequate design of the <br />drainfields. <br /> <br />Comments ~n regards to permits for discharging storm water into the Mississippi <br />River have been received from the Corps of Engineers and the DNR. The Corps of <br />Engineers stated that no permit would be required provided no work is done below <br />the ordinary high water mark. The DNR stated that a permit would be required for <br />discharge into the river. <br /> <br />Comments from the MN/DOT recommended that the Iguana street N.W. access unto - <br />T.H. 10 be eliminated, no left turn access at Alpaca-Street be allowed and right <br />turn lanes at Llama Street, Armstrong Boulevard, and Alpaca Street be constructed. <br />Entrance permits would have to be issued by MN/DOT prior to construction.
