Also the following items as discussed in our October <br />31, 1979 letter, have not been addressed: <br /> <br />a. Plans were not prepared by a registered engineer <br /> as required by Article 170.039D of the City Code. <br />b. The 32 foot wide suburban residential stree~ <br /> section proposed for the commercial area has not <br /> been changed to a 41 foot wide commercial street. <br />c. We also recommended that the rurall street section <br /> be changed to suburban type streets. This would <br /> provide consistency within the plat and it would <br /> eliminate the need for shoulder and ditch maintenance <br /> in the area. If the rural cross section is used ' <br /> there are several ditch areas which will require <br /> erosion abatement measures. <br />d. Vertical curves should also be added to where different <br /> street gradients meet, as required by Article 170.031C4 <br /> of the City Code. <br />e. The plans do not show construction of Llama Street lying <br /> south of the service drive. The entire portion of Llama <br /> Street should be constructed with the development of the <br /> plat or money should be escrowed for its future construction. <br />f. The plans indicate a four foot bike lane along 142nd Ave. N.W. <br /> We would recommend that a minimum of one shoulder be added to <br /> protect the edge of the bike lane if a rural section street <br /> is constructed. We would also recommend that the bike lane <br /> be increased to six feet to accommodate two bicycles side by <br /> side, since most bicyclists ride in this fashion. This would <br /> also provide an opportunity for safe combined travel of bicycles <br /> and pedestrians. The bike lane should also be marked by <br /> signing and/or stripping. <br /> <br />5. As previously indicated discharge of stormwater runoff into the Mississippi <br /> River will require a DNR permit. <br /> <br />o <br /> <br />It appears that Lots 7-9 Block 8 will require minimal filling to meet the <br />Class I land requirements for on-site sewage disposal systems.
