City Engineer Raatikka said an urban type street would eliminate erosion
whereas a rural type would not. The developer disagreed, especially when
considering the price differential. City Engineer Raatikka stated the
ditches would have to be sodded with a rural street. Jeff Caine stated
their engineer said it would cost $25,000 more to go with au urban street.
Councilman Cox and Councilman Reimann said they felt it should be the
City's choice as to urban vs. rural and that in this case the entire
plat should be urban. Councilman Sorteberg felt the developer should
have the choice and Mayor Gamee was undecided.

SIGNAL CONSTRUCTION

The developer wants this cost to be assessed back to the property owners.
The developer said the Minnesota Department of Transportation has no plans
to put in a light at Armstrong Blvd. Councilman Cox said the development
contract could say that the City would get two lots for escrow if instead
of requiring the upfront .escrows. The developer said there have been
great delays in this process and he wants to get on with the prQgram.
Mayor Gamec said if he is developing only part of the plat, then we don't
need this escrow now. City Engineer Raatikka said no light would probably
be required for five years.

Councilman Cox thinks a couple lots should be escrowed to avoid the developer
having to put up front money, but still protecting the City pursuant to the
City Ordinances.

Mr. Jarnes agreed that he will allow a lien to be placed on an appropriate
lot or lots for escrow signalization.

City Attorney Goodrich was instructed to work out the mechanics of this
escrow with the developer. ~

LOT SIZE ON THE MISSISSIPPI RIVER

The concensus of the Council is that the lot size should be two and one-
half acres, but the City is still waiting on the Environmental Quality
Board approval.

The Developer agreed to revise the preliminary construction plans.

CONSTRUCTION OF LLAMA STREE~ TO LOT 1 BLOCK 6

The developer wants to build that portion of Llama. Street tobe used and
no more and the balance would be a private driveway until the development
required more. The City would, however, get the entire 66' right-of-way.
Councilman Cox said there should be an escrow 'to guarantee completion of
Llama in the future. This would be 675' or approximately $12,000.

A lot escrow will be worked out here too, similar ~o the signalization
escrow.

C/April 8, 1980
Page 8
