Motion by Councilman Cox and seconded by Councilman Reimann to direct staff <br />to include in the requirements in the negotiations with Waste Management that <br />they monitor the wells adjacent to the landfill that the city considers to be <br />affected and that the city will choose the'testing agency. <br /> <br />]Notion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann and Cox. <br />Voting no-None. ': <br /> <br />Motion by Mayor Gamec and seconded by Councilman Reimann to direct the County <br />H~alth Department to immediately test all residential wells at all houses on <br />the east side of Garnet by May 30, 1980 at no cost to the city. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann and Cox. <br />Voting no-None. <br /> <br />Motion by Councilman Cox and seconded by Councilm~n Sorteberg to require that <br />Waste Management finish cleaning up the lime sludge on properties bordering <br />the landfill, which residents present at the megting stated was not completed <br />and to get the carpet cleaned in homes where the children have tracked into the <br />house on properties bordering the landfill. <br /> <br />Motion carried. Voting yes-~ayor Gamec, Councilmen Sorteberg~ Reimannand Cox. <br />Voting no-None. '~ <br /> <br />Motion by Councilman Reimann to adopt Resolution 80-29 requesting delay in <br />the Environmental Service Committee in regards their meeting o£ May 15~ 1980 .. <br />in taking action on license renewal for Waste ~A~nagement at the P~msey landfill. <br />Motion seconded by Councilman Sorteberg. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann and Cox. <br />Voting no-None. Please refer to resolution file for Resolution #80-29. <br /> <br />City Administrator Schnelle recommended setting up a committee of five people to <br />monitor the landfill situation and to handlenegotiations on the' landfill contract. <br />He recommended that two residents from the landfill area be on the committee. <br /> <br />Mayor Gamec directed City Administrator Schnelle to sendout a letter to citizens <br />in the area of the landfill stating the city.is considering forming a committee <br />and would like names from residents interested. He also directed him to draw up <br />a resolution to form this committee. <br /> <br />Motion by Councilman Reimann and seconded by Counci'lman Sorteberg to ask, <br />for a $.15/cubic yard rate increase of Waste ~anagement. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reim~un and Cox. <br />Voting no-None. <br /> <br />City Engineer Raatikka indicated he would go ahead and~put in the test well and <br />have an analysis done and add it to the Bart Engineering report. He asked <br />for the Council's agreement to wait until the Barr report was done. He also <br />asked that Waste Management would be permitted to use the street right-o~way <br />if they needed to. <br /> <br />Mayor Gamec directed the City Engineer to get the analysis on the first <br />Bart report that is due in June to see if things couldn't be speeded up. <br /> <br />C/Nay 13, 1980 <br />Page 7 <br /> <br /> <br />
