Mayor'Gamec told Mr. Sigafoo that the city had decided that his lot was a buildable lot and therefore he would be assessed twice. He told him that even if the two lots were merged, he would still be assessed twice. No action is needed. COUNCIL NEW BUSINESS COMPLAINT FROM ROGER AND JUDY MEYER, 7250 - 175th AVENUE N.W., REGARDING ADJOINING PROPERTY MAINTENANCE k~s. Judy Meyer Was present and asked what the Council is going to do about this matter. She said the resident has not done anything about it. She related to the Council a problem they had one night of someone prowling their property and then hiding in the pines out in back of them. She said she called the police but waited a long time for police to arrive. Councilman Cox related thatthe property owner is willing to do anything. Mayor Gamec directed the staff to get together with the property owner and see if there is something that can be' done. He s~ggested getting two driveways blocked off or putting up "No Trespassing" signs. He told Ms. Meyer that the problem of delay in police arrival she ran into is because the call came in at 4:20 a.m. and the Ramsey police go off duty at 4:00 a.m. and because it wasn't considered urgent, it wasn't taken care of right away. He stated the area needs to be patrolled. BARTHEL PLAT City Attorney Goodrich stated that Mr. Barthel would like to have the city release a letter of credit in return for the mortgage except for one lot which belongs to another plat. If improvements were not in by October 1981, the city- could initiate action' to foreclose on the mortgage. The city would not issue any building permits in that area and consequently the plat would be froze right where it is. The City Engineer stated the city would be taking a chance of getting into the land business and there are'35 blocks which the city could spend $155,000 in improvements for. Should Mr. Barthel default on the mortgage, the City would have included in the contract that the plat would be vacated. The city would be second on the mortgage to the person farming the land now. Motion by Councilman Reimann and seconded by Councilman Cox to direct city staff to work with Mr. Barthel in preparing a contract for his Rum River, 2nd Addition Plat for the council to review and 'adopt or reject at their next regular council meeting. MotiOn carried. Voting yes-Mayor Gamec, Councilmen Sorterbe~g, Reimann and Cox. Voting no-None. Motion by councilman Cox and seconded by Councilman Reimann to adjourn the meeting. Motion carried.
