~ayor G~nec then explained the proposed new outlets to Highway #10-West <br />of Rivlyn and Front Street. There was general opposition to this plan <br />voiced by Mrs. Graves, Roger Dickenson and ~ir. Pratt all area residents. <br />Councilman Cox said he was opposed to constructing new outlets to Highway <br />#10 and that the way to handle problems was to work out the problem with <br />Grosslein. Mayor Gamec said the completion of Grosslein's new building <br />sho~ld help alleviate the situation. <br /> <br />The Council concluded that there was no question that a problem exists, <br />that at least for now no new streets will be constructed and the Council- <br />and staff will attempt to work with Ntt. Grosslein in solving the problem <br />in a reasonable fashion satisfactory to all. <br /> <br />Mr' Steve Volmer was present and he said he understood the'proposed find- <br />ings of fact but that he didn't agree with them and would like to present <br />additions/ information. He stated only four neighbors objected to his pro- <br />posed 624 square foot greenhouse. Mayor Gamec stated that the Council <br />viewed this size greenhouse as a commercial activity. Mr. Volmer stated <br />that his greenhouse is not a commercial activity; that they grow plant~ <br />for themselves; that last year his ~wife gave' only four plant parties; that <br />they try and sell only enough plants to pay for heating the greenhouse. <br />Mr. Volmer showed a sketch of the proposed greenhouse showing that 320 <br />feet would be used for actual growing, the balance would be used for <br />storage and working space. . <br /> <br />The City Attorney stated that even if there would be no plant selling, <br />a conditional use permit would be needed 'since a greenhouse is not a per- <br />mitted use in a residential zone. <br /> <br />The Council recessed for 20 nminutes. <br /> <br />Mr. Volmer made additional comments concerning the size greenhouse he <br />wanted. Councilman Cox said his concern was preservation of the neighbor- <br />hood asthetics and commercial aspects of the proposed use. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Cox to adopt the <br />findings of fact as presented: <br /> <br />The following finding of fact is hereby written concerning the <br />above request: <br /> <br />1) A greenhouse of 624 square feet is considered to be too large <br />to be used solely for a hobby. This size of greenhouse is con- <br />sidered to constitute what would be characteristic of a commercial- <br />type use rather than a hobby use. <br /> <br />2) This business may be competing With commercial businesses, and <br />commercial establishments in commercial areas, pay taxes as such. <br /> <br />3) The City Council is willing to consider allowir~ the Volmer's <br />to construct a greenhouse if it does not exceed 10' x 12' <br /> <br />/ ) .- / ' C~February 25, 1980 <br /> <br /> <br />
