PUBLIC HEARING
City of Ramsey
Anoka County
State of Minnesota

Pursuant to due call and notice tbereof, the Ramsey City Council held a
public hearing regarding Paragraph 8 of Section 170.0151 of the City Code
Pertaining to Housing Size on June 16, 1980, at the Ramsey Municipal Center,
15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303.

Members Present:

Mayor Gamec
Councilman Sorteberg
Councilman Reimann
Councilman Mickelson
Councilman Cox

Also Present:

City Engineer Raatikka
City Assessor Wirz
City Administrator Schnelle
Ron West, P g Z Commission
Dick Carson, Carson Homes, Inc./Economic Development Committee

Mayor Gamec called the meeting to order at 10:~5 p.m.

Mayor Gamec said as far as lots in Ramsey, the ci%y has looked into decreasing
housing size because of the economy at this time.

Dick Carson of Carson_Homes, Inc~ said he brought some pictures of houses
of smaller sizes which would built in the early 1970's. He said the
subcommittee of the Economic Development Committee recommended that the
city reduce the size of the housing and leave out the garage requirement.
He said he was presently doing a lot of building in Coon Rapids of ramblers,
splits and two-story houses. He said he has found with the high cost of land
now, it is extremely difficult to build housing in'the city like Ramsey for
under $60,000. He said there are only a couple of ways to reduce that cost
and that is to reduce housing size and eliminate garages.

Mr. Carson showed slides of smaller-type housing.

He said it is his experience that people who can afford a house and who buy one
will rapidly.put up a garage. He said when he was driving around, he found
just as much junk laying around with people with gamages as without garages.

He commented on double housing, with "zero lot line" concept. He recommended
Ramsey consider doubles on a limited lm~sis. He said doubles save on land
cost by putting two parcels on one lot.

Mr. Carson said he felt small houses are energy efficient and affordable
as far as cost.

Motion by Councilman Cox and seconded by Councilman Reimann to close the public
hearing.

Public Hearing
June 16, 1980
Page 1
