Minnesota <br />Environmental Quality Board <br />100 Capitol Square Building <br />550 Cedar Street <br />St. Paul, Minnesota 55101 <br />Phone (612) 296-2686 <br /> <br />July 24, 1980 <br /> <br />Mayor Thomas Gamec <br />Ramsey City Hall <br />15153 Nowthen Blvd., N.W. <br />Anoka, Minnesota 55303 <br /> <br />Dear Mayor Gamec: <br /> <br />The EQB staff has reviewed the City of Ramsey Plan and the Metro- <br />politan Council recommendations to the EQB for changes to the plan. <br />Two major issues are raised by this review; compliance with the lot <br />size or development density requirements consistent with the Missis- <br />sippi River Corridor Critical Area Designation Order and Metropolitan <br />Council policies and compliance with other provisions of the Designa- <br />tion Order. Although both are interconnected, I will separate them <br />for discussion purposes. <br /> <br />The Metropolitan Council identified several areas where the plan and <br />regulations of Ramsey do not comply with the Critical Areas Designa- <br />tion Order. The recommendations which pertain to lot size or develop- <br />ment density are as follows: <br /> <br />1) <br /> <br />Amend the plan to include a clear indication of the rural and <br />urban service areas indicating appropriate land uses and densi- <br />ties for each, and the timing and staging of'urban development <br />consistent with the Metropolitan Development Guide and Critical <br />Area requirement. <br /> <br />2) <br /> <br />Amend the plan to include recommendations for appropriate changes <br />in the location of the urban developed district boundary consis- <br />tent with 1). <br /> <br />3) <br /> <br />Include minimum lot sizes and permitted land uses in the proposed <br />regulations to achieve consistency with Critical Area requirements <br />and metropolitan policies for the rural service area. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
