Gamec Page Two July 24, 1980 The recommended changes pertaining to other elements of the designation order are listed below. 1) Amend the proposed plan to: Provide management policies for the protection of steep slopes distinguishing between those of 12 to 18 percent and greater. Relate the proposed slope management policies to the preven- tion of riverbank erosion or provide separate policies. Include a specific policy addressing the level of erosion to be allowed during and after construction and the rate of in- creased runoff to be maintained for all lands within the river corridor. Provide specific policies to prohibit the clear cutting of vegetation along the riverbank or within the structure set- back area to minimize erosion potential and visual impacts. Provide a map of soils unsuitable for the development of on- site sanitary systems. Identify the Mississippi West Park as a local county park and not a regional facility. 2) Amend the proposed regulations as follows: am Provide a specific standard on the rate of surface runoff to be maintained as development occurs and the quality of runoff to be achieved during construction. Modify vegetation management standards consistent with the recommended policy change in c) above to preclude clear cutting along shorelands or within the building setback area. Provide standards for the management of utility corridor crossings giving priority to underground placement and re- quiring the concentration of overhead crossings along exist- ing crossings and minimizing land use and environmental im- pacts. Include regulations to require the provisions of an addition- al four feet of roadway on future streets on undeveloped land to provide along the designated river trail route. ee Provide floodplain regulations consistent with statement standards for floodplain management.
