The consensus of the commission is to recommend proceeding to the preliminary <br />plan stage for Ra~ey Ridge and to get the Park Board and the County Highway <br />recommendations taking into consideration the comments from the City Engineer <br />and the letter from Consulting Engineers Diversified, Inc. <br /> <br />2. Review B-1 Zoning for Expansion of Uses <br /> <br />Chairman Peterson said that at~the last meeting, the commission received a <br />request for a conditional use permit for a rental center because it was not <br />listed as a permitted use, so the commission wanted to review the permitted <br />uses at this meeting. <br /> <br />Building Official Berg said he felt rental shops,'mini-storage building and <br />assembly shops wheme no manufactuming is required should be included on the <br />"permitted uses" list. <br /> <br />Chairman Peterson said he felt there would be a problem recommending additional <br />allowable uses because of the hassle and expense of holding a public hearing for <br />the ordinance amendment. <br /> <br />Kathy Schneider asked what the main criteria were for putting a use on the <br />"permitted use" list. <br /> <br />Building Official Berg said the qualifying factor is that the final sale be <br />to the consumer. He said that Mr. Janson's rental shop was not specifically <br />listed% so therefore, it was recommended he get a conditional use permit. <br /> <br />Ben Deemer said a person pays a sales tax on a rental item; therefore, he <br />felt it is a permitted use. He suggested changing UB and B-1 to the same <br />definition. <br /> <br />Motion by Chairman Peterson and seconded by Gerald Zimmerman to recommend that <br />city staff us& as a basis for determining permitted uses the'general definition <br />of "business" listed in the City Code. <br /> <br />Motion carried 5-0. Ron West abstained. <br /> <br />Site and'Design'Plan 'Ordinance <br /> <br />Chairman Peterson presented the Site and Design Plan Ordinance for commission <br />reviewal again prior to council adoption and to ~discuss some minor items.which <br />he and Ben Deemer had earmarked. <br /> <br />On Page 7, Item b, "Building Design and Construction, No. 1, Ben Deemer and <br />Chairman Peterson recommended that the first sentence end at the word "wall". <br /> <br />Ron West and Kathy Schneider felt that the sentence should be left as is. <br /> <br />Harry Ellis said he is a new commission member, and when he read the sentence, <br />he interpreted it just the way Ron West said it was meant. <br /> <br />On Page 8, Item g, "Wastes", Ben Deemer recommended the first sentence be changed <br />to read, "Ail solid waste material and refuse shall be stored within an enclosure <br />and container designed for such purpose. <br /> <br />was the consensus of the commission to make the above change. <br /> <br />P & Z Regular Meeting Page 3 8/4/80 <br /> <br /> <br />
