Added Solid Waste Disposal Capacity Needs in the Metro Area <br /> <br />This issue was noted at the meeting. Mayor Gamec said Bruce Nawrocki <br />would be keeping the city informed of what is going on in this regards and <br />would be contacting Councilman Cox on it. <br /> <br />4) Minnesota EQB ~eport Dated July 24, 1980 Regarding Ramsey Critical Area Plan <br /> <br />This report was noted at the meeting. City Administrator Schnelle noted <br />there was also a letter from Dexter Marston on this issue. <br /> <br />State Aids <br /> <br />Mayor Gamec said the governor told him the city is being cut, but after <br />the cut, the city is still coming out with an increase in State Aid Revenue <br />from last year's. <br /> <br />City Administrator Schnelle said to disregard the proposed resolution opposing <br />the cut in State Aids because the Governor said they have to treat everyone <br />the same. <br /> <br />Mayor Gamec said the city would be able to get strong backing from the <br />SmaLl Cities group and officials would be trying to get the change in State <br />Aid formula through them. <br /> <br />City Administrator Schnelle said he was working to see that the "grandfathering" <br />would be cut out. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg to adopt <br />Resolution # 77 stating the City of Ramsey is extremely pleased with the <br />Governor's actions regaling State Aids. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilman Sorteberg, Mickelson <br />and Cox. Voting no-None. Please refer to resolution file for Resolution # 77. <br /> <br />~) ~lpaca ~states Request for Preliminary and Final Plat Approval <br /> <br />City Attorney Goodrich said there are two plats being considered: <br />Alpaca Estates and Alpaca Estates 2nd Addition and the developers are asking <br />for two preliminary and two final plat approvals. There is one Performance <br />Bond for both plats. The Alpaca Estates 2nd Addition Plat is exclusive of <br />0utlot A, which was platted to maintain ~ 5-acre density which the Metro <br />Council said was required. The platting is for 79 acres and the city needs an <br />escrow for total improvement for $157,500. The bond or escrow requirement is <br />150 percent of the estimated cost for a total of $236,250. The city will <br />take a mortgage deed on the land in lieu of the bond or letter of credit. <br />The city will get 104 unplatted acres and l0 platted lots and City Assessor <br />Wirz said that this would be adequate. Of the l0 platted lots, there are <br />six plats right on the road. <br /> <br />There will be two phases on completion of improvements: By November l, 1981, <br />all drainage grading in both plats will be completed and all construction <br />and blacktopping of Alpaca Street, 142nd Avenue and part of Riverdale Road <br />will be completed. By November l, 1982, construction and blacktopping of <br />the remaining part of Riverdale Road West and Armstrong Boulev~d will be <br />completed. <br /> <br />C/August 26, 1980 <br /> Page 8 <br /> <br /> <br />
