Kathy Schneider asked what the ordinance on multiple housing says about someone who is renting a lower half of a split level. City Administrator Schnelle said sewer & water is needed to do that. Anyone who is renting a lower half of a split level is in violation. 4. P & Z Budget Review City Administrator Schnelle informed the commission that all city activities were adjusted to bring them in line with the budget. He said the city does not have a City Planner on staff and there are things that should be done by a person trained in the field. Chairman Peterson said the commission does want more staff. City Administrator Schnelle said the city cut back one person from city staff and there are a lot of things that are not being done that should be done. The city is operating with a limited staff. Ron West recommended getting a full-time planner. The city is at the stage where sewer will be coming in and a planner would be excellent to have. He said the city doesn't need an engineer as it has an engineering firm now. Ben Deemer suggested that the planner be a zoning officer also. Motion by Ben Deemer and seconded by Ron West to recommend to City Council that they consider hiring a full-time professional-type person to take care of the city's needs in the Planning & Zoning area. Motion carried 7-0. Art Dunn asked how the goveznor's big cutback would affect Ramsey. City Administrator Schnelle said the city is going to pick up an increase in State Aids and wouldn't suffer much loss. He said the computed population figure would be between 10,000 and 11,000. He said he hoped the budget would be to the City Council by the middle of this month. Motion by Kathy Schneider and seconded by Ron West to adjourn the meeting at 9:35 P.M. Motion carried 7-0.
