PUBLIC HEARING
City of Ramsey
Anoka County
State of Minnesota

Pomsoant to due call and notice thereof, the Ramsey City Council held a
pob]ic hear~ng regarding Street Improvement Project (Tungsten, Rivlyn
and F~ont Sireels) on September 23, 1980, at the Ramsey Municipal Center,
1515> Nowthen Blvd. N.W., Ramsey, Minnesota 55303.

Members Present:

Mayor Gamec
Councilman Sorteberg
Councilman Reimann
Councilman Mickelson
Councilman Cox

Mayor Gamec called the meeting to order at 7:35 P.M. and led in the
Pied.ge of A].Iegiance.

C~ty Engineer Raatikka said the proposed project consists of upgrading
Tungsten Street, Front Street and Rivlyn Avenue. Since the proposed
project is located in the 1990 Urban Service Area, he recommended
that constr~ctSon of the street to ultimate standards be put off until
services are constructed. He recommended t~alternatives to the
ultimate street sectiorm: 1) Consider the proposed suburban street
section for Tungsten and Front Streets and 2) Consider not doing any
improvement other than the dhrainage inlets to the storm sewer on Rivtyn Avenue.
The cost estimates were done at the end of July and would be good for
ibis year only. He said adding a couple inlets to the storm sewer at
Rivlyn Avenue and Tungsten Street would cost an estimated $2,400 which
should be assessed to property owners from the entire area that drains
into the storm sewer.

Ms. Ruth Gustafson, 62>6 Rivlyn Avenue

Ms. Gustafson asked why the city is putting in streets now if sewer
& water will be coming in.

Mayor Gamec said that is a concern of the council also as the pipe
wi]_]_ be available in 1982.

Mr. _Kerry O'Rourke,.. 6232 Ri_vlyn Avenue

Mr. 0'Rou~ke stated the water problems came about because o£ Grosslei~'s
commercial property going in on Rivlyn Avenue. He said they didn't
have any problems with their roads there until Grosslein brought in
80 pound Semi's.

Mayor Gamec said the city told Grosslein he had to take care of the
drainage there. The drainage problem the city is finding now is from water
coming down Rivlyn Avenue to the Corner of Rivlyn and Tungsten Street, which
then roms to Grosslein's and cross the street.

PUBLIC HEARING
September 23, 1DgO.~
