~r. O'Ro~]rke said he has been living in his house for ten years and <br />has never had this problem before. He felt the city should assess <br />Grosslein not the residential property owners. He said he can'sprinkle <br />~'or two days and not get water sitting out front. <br /> <br />Mayor Ga~ec said there is a problem with the street which caused it <br />to break UP. <br /> <br />Mr. O'Rourke said Tungsten Street is bad but it is not a Minnesota <br />Trunk Highway. <br /> <br />City Engineer Raatikka agreed Tungsten was not built for commercial <br />and industrial use. <br /> <br />F~. Roger_D_~c~kenson, 61~0 Rivlyn Avenue <br /> <br />Mr. Dfickenson said the city wants to retar and charge the residents for <br />it. He asked why it was not dom at the time it was put in. He said <br />there is nothing wrong with Rivlyn Avenue. <br /> <br />F~. Roger Dickenson, Jr., Box 266~ Elk River <br /> <br />Mr. D~ckenson said the road is already there and sewer and water is <br />comJng in, so it needs nothing but maintenance at this time. <br /> <br />Mr. Dickenson, Sr. asked why the city does not consider some of the <br />roads in Ramsey that are not surfaced instead of looking at these <br />roads that are already surfaced. <br /> <br />Mayor Gamec said some of the problems on Tungsten Street is from water <br />-that is coming down Rivlyn Avenue and in order to improve and alleviate <br />the prob]_ems on Tungsten Street, it is necessary to do the whole project. <br />The other alternative is to wait until sewer & water comes in, but the <br />city is trying to avoid a higher cost. <br /> <br />Mr. O'Rourke asked City Engineer Raatikka if~he felt the water that <br />is causing the problem is coming from residential land. <br /> <br />City Engineer Raatikka said that is right. <br /> <br />Mr. O'Rourke said he felt the City Engineer was mistaken. He Felt <br />the water came off the big buildings and parking lots at Grosslein's <br />and Grosslein is responsible for the water problem, not the residents. <br />He said his water never crosses the street. <br /> <br />Mayor Gamec said he had to differ with Mr. O'Rourke regarding where <br />the water was coming from as he walked in that area last spring almost <br />in hip boots and he observed water coming from approximately where <br />Mr. O'Rourke's house is to a ditch across the street. <br /> <br />PUBLIC REARING <br />September 23, 1980 <br />Page 2 <br /> <br /> <br />
