and constructed that-it is not unsightly, undesir- able or obnoxious in appearance and that it will not hSnder the orderly and harmonious development of the city and the use district wherein proposed; c. That the use will not be substantially injurious to the permitted uses nor unduly restrict the enjoy- ment of other property in the immediate vicinity nor substantially diminish and impair property values within the area; d. That the establishment of the use will not impede the orderly and normal development and improvement of the surrounding Property for uses pez~mitted in the zoning district; e. That adequate water supply and sewage disposal facSlities are provided and in accordance with applicable standards; f. That adequate access roads, on-site parking, on-site loading and unloading berths and drainage have been or will be provided; g. That adequate measures have been taken to provide ingress and egress so designed as to minimize traffic congestffon on public roads; h. STAND.iRES Ail conditional uses shall comply with the requirements of this section. In order to determine whether a proposed use will conform to the require- ments of this ordinance, the city council may obtain a qualified consult- ant to te~tiiy, whose cost for services shall be borne by the applicant. ]. Fire Protection: Fire prevention and fighting equipment acceptable to the Board of Fire Underwriters shall be readily available when any activity involving the handling or storage of flammable or explosive materials is carried on. 2. E]ectrJcal Disturbance: No activity shall cause electri- disturbance adversely a~fecting radio or other equipment in the cinity. 3.. Noise: Noise which is determined to be objectionable because of volume, frequency., or beat shall be muffled or otherwise control]ed, except fire sirens and relateO apparatus used solely for public purposes shall be exempt from this requirement. 4. Vibrations: Vibrations detectable without instruments on neighboring property in any district shall be prohibited. 5. Odors: No malodorous gas or matter shall be permitted which is discernible on any adjoining lot or property. 6. Air Pollution: No pollution of air by flyash, dust, smoke, vapors or other substance shall be permitted which is harmful to health, animals, vegetation or other property.
