Mayor Gamec asked if there would be a possibility of recouping from the <br />County if the Federal turns the city down. <br /> <br />County Administrator McGinley replied it would be a possibility. <br /> <br />Councilman Cox said Ramsey wouldn't qualify according to the criteria. <br />He said if people don't have good jobs, they can't afford to live in <br />Ra~ey. He said he didn't feel the County is-aware of the inequities <br />in the State Aid formula and the problems Ramsey has. <br /> <br />Mayor Gamec said most of the problems are in older conmmunities that the <br />grants are given for. <br /> <br />County Administrator McGinley said he didn't want to leave the impression <br />that these funds are primarily for housing and the use of these dollars <br />is more free than anything the city has seen. They can be used for <br />development, etc. They are very appropriate for a community like Ramsey. <br /> <br />City A~nistrator Schnelle said there should be a Community Action <br />Committee which wou2d consist of el'ected officials from the communities <br />in -the Coanty and which would write out the guidelines of how the <br />grant should be given out. <br /> <br />County A~ninistrator McGinley said the Joint Cooperative Agreement <br />must be in Washington by October 1, 1980. <br /> <br />Motion by CouncilmanMickelson and seconded by Councilman Sorteberg <br />to approve the Joint Cooperative Agreement regarding the Community <br />Block Grant Program for Anoka County and to authorize Mayor and City <br />Administrator to enter into contract for same. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. <br /> <br />Motion by Co~mcilman~iickelson and seconded by Councilman Sorteberg to <br />adopt Resolution #80- 117 Recommending the Establishment of a Citizens <br />Committee to Prepare Guidelines to Administrator HUD BLock Grant. <br /> <br />Motion carried. Voting yes-~iayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. <br /> <br />Motion by Councilman Cox and seconded by Councilman Sorteberg that <br />City Council review any intent of use of funds from the HUD Block <br />Grant Program. <br /> <br />Motion carried. Voting yes-~yor Gamec, Councilmen Sorteberg, Reimann, <br />]~ickelson and Cox. Voting no-None. <br /> <br />City Administrator Schnelle said the city should get the projects for <br />this program lined up right now. <br /> <br />Councilman Cox said this may be a way the city can stimulate economic <br />development. <br /> <br />C/September 23, 1980 <br /> Page 3 <br /> <br /> <br />
