Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. <br /> <br />COUNCIL NE%; BUSINESS <br /> <br />1) Drainage Problem at 16~rd Street and Olivine Street N.W. <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to table this <br />issue until the next regular council meeting and to direct city staff to <br />have the citizen who resides adjacent to the intersection of 163rd Street <br />and Olivine Street N.W. who complained about his property being flooded <br />during the spring runoff, attend that meeting. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, <br />Mickelson and Cox. Voting no-None. <br /> <br />2) Municipal Highway State Aid Allotment for 1~1 <br /> <br />City Administrator Schnelle referred to the letter from City Engineer Raatikka <br />dated 10/27/80 regarding 1980 Municipal State Aid Needs Report. <br /> <br />Mayor Gamec said if the city could revise the M.S.A.S. System to conform to <br />the proposed thoroughfare plan and include.the eligible miles in the M.S.A.S. <br />System and not change the Comprehensive Plan,- it would be good. Buti% would <br />cost too much to change the Comprehensive Plan. He felt Building Official <br />Berg could handle this. <br /> <br />The council noted that they have been informed that the Minnesota State Highway <br />Publication showing State M.S.A. Highway allocation is available for their <br />review. <br /> <br />_3) Ra~sey Landfill <br /> <br />Mayor Gamec informed the council that he went out to the Ramsey Landfill <br />after he received a call from Dan Hatch regarding a bad smell which had been <br />out there for a week. He said the smell was noticeable a block away from <br />the landfill and it was the strongest he had ever seen out there. He said <br />there was a trench 6' deep and 5' wide and the open part ran forl00 yards. <br />He said he went there at approximately 6:30 p.m. He said he discussed the <br />matter with the Hatch~.s and the next morning¥ he contacted Commissioner Fields <br />and told him it was his job to see that the situation was resolved. Commissioner Fields <br />got back to him an hour later and set it would be taken care of that night. The <br />next morning it was pretty well alleviated. They filled it in and covered it <br />with plastic. <br /> <br />Councilman Cox said those people were advised not to let this happen again° <br /> <br />Mayor Gamec said he told Commissioner Fields that this particular problem <br />is one that should never have happened and it was neglect. The County <br />Public Health Department should have made sure that smell didn't happen <br />and there are several things they could have done to prevent it. <br /> <br />A Ramsey resident said they have eight holes standing open at the landfill. <br /> <br />Mayor Gamec said they put plastic there to alleviate water going down and <br />odor coming up. ._ <br /> <br />C/October 28, 1980 <br /> Page 9 <br /> <br /> <br />
