Fence will be erected to minimize viewing of stored equipment.

12. No landscape business be operated at subject property -- permit is
for sole purpose of snow plowing and removal.

The motion was seconded by Commissioner Zimmerman.

Lee Ann Shriver - What if Mr. Reinke applies for an extention next April?

Commissioner Deemer replied that an extension would require another public
hearing and it is very doubtful that an extension would be granted.

Comissioner Schneider replied that the Commission would take into considera-
tion that the neighbors were tolerant only because it was a temporary permit
and there are no provisions for extension included in the permit.

Mr. Berg commented that if Mr. Reinke does apply for an extension, he better
plan to be through the process before April 15, 1983 or he will be in
violation and subject to prosecution. He also stated that the Commission
has only recommended Council to grant the permit, the final decision will be
made by Council at their regular meeting scheduled for November 23, 1982.

Motion carried. Voting Yes: Chairman Peterson, Commissioners Dunn, Zimmerman,
Deemer, Isakson, Schneider, and La Due. Voting No: None.

Commissioners Deemer and Isakson stated, for the record, that if it wasn't
for the fact that this is a temporary permit, they would not even consider it.

Case #2: Case Of Cross Of Hope Lutheran Church; Request For A Conditional

Use Permit:

Reverend Dale Olsen and his attorney, Mr. Jerry Jacob, were present.

Mr. Jacob stated that the owner of the property will be the Lutheran Church
of America. He also stated that a condition of the purchase agreement for
the property is that payment be made in two installations -- one in 1982
and one in 1983. Therefore, they are requesting approval of the conditional
use permit as soon as possible.

Chairman Peterson noted that the City Attorney is willing to prepare a
Findings of Fact in this case, to be available for Commission review and
adoption at their next regular meeting.

Reverend Olsen stated that the congregation, consisting of 150 members, is
presently meeting at the Anoka Senior High School. The size of church they
have in mind would be similar to that of Lord of Life. Congregation member-
ship comes from Andover, Oak Grove, Burns and Ramsey.

Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend
City Council approve the Conditional Use Permit contingent upon Findings of
Fact determined to be acceptable. (City Attorney to draft Findings of Fact,
said Findings of Fact be available for Commission review the week of November
15, 1982 and the Conditional Use Permit Approval will be on Council agenda

P & Z/November 3, 1982
