HAROLD PHELPS: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mr. Harold Phelps of 1455 Hewitt Street in St. Paul is requesting a variance <br />to Section 170.0314B of the Zoning Ordinance which requires that a parcel of <br />land abut a City street to qualify as a buildable site. <br /> <br />He has entered into a purchase agreement for a 30 aCre parcel just north of. <br />the Trott Brook and west of the Rum River. He has acquired access by means of <br />an easement across a 40 acre parcel adjacent to the north of his property, <br />which 40 acre parcel fronts on a portion of 177th Avenue NW in the Riverwood <br />Hills Addition. <br /> <br />There are other parcels in the City that have been approved for development <br />in this manner. However, there have been requests that were denied that were. <br />somewhat similar. <br /> <br />The following items are included as enclosure (D2-a) for your consideration: <br /> <br />a) Applicant's application <br />b) Applicant's letter of request <br /> c) Copies of the governing section of the Ordinance <br /> d) Area location map <br /> e) Proposed findings of fact <br /> <br />Your action in this matter will be to recommend approval/disapproval of the <br />findings of fact to the City Council as well as recommend approval/disapproval <br />of the request. <br /> <br /> <br />
