I <br />I <br /> <br />PLANNING AND ZONING COMMISSION <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing by the Ramsey Planning And Zoning Commission was held on <br />Tuesday, December 7, 1982 at the Ramsey Municipal Center, 15153 Nowthen <br />Blvd. N.W., Ramsey, Minnesota, regarding Conditional Use Permit; Case of <br />Group W Cable of Quad Cities, Inc. <br /> <br />Members Present: <br /> <br />Mr <br />Mr <br />Mr <br />Mr <br />Mr <br />Ms <br /> <br />Kenneth Peterson (Chairman) <br />Gerald Zimmerman <br />Benjamin Deemer <br />Robert Isakson <br />Charles LaDue ~ <br />Kathy Schneider (arrived at 7:42 P.M.) <br /> <br />Also Present: <br /> <br />City Building Official Clayton Berg <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Chairman Peterson called the public hearing to order at 7:42 P.M. <br /> <br />Mr. James Commers, Director of Governmental Relations for Group W Quad <br />Cities, Inc. - Stated that Group W is requesting a conditi6nal use permit <br />to construct a microwave tower and a 15 x 20 accessory building on Outlot A <br />of Rolling Green Addition. Mr. Commers further stated that the building will <br />house electronic equipment which will distribute cable throughout the City <br />of Ramsey. The main facility is in Anoka and that facility will receive <br />programming from satellites and Shoreview tower, microwave signals are then <br />transmitted to adjacent communities. The reason Outlot A of Rolling Green <br />was selected as the most suitable site is because the tower must be situated <br />at a centrally located location so that the cable signal can be distributed <br />evenly throughout the City. The cable strand is attached to ~elephone and <br />utility poles throughout the City. Group W is proposing a.120-125' guide <br />tower on location and there will be no interference to homeowner's telephone <br />or television -- it is a receive-only tower. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />Terry Bruneau - 16650 Dolomite St. N.W. - Stated that he has no objection to <br />cable T.V. in Ramsey, but does have some basic concerns from a residential <br />and City standpoint. What is the definition of an Outlot and what is the <br />reason for it? <br /> <br />Mr. Berg - The lot was designated Outlot because of inadequate drainage when <br />Rolling Green was platted (adequate drainage from County Rd. #5 had not been <br />constructed). Developer at that time, did intend to rezone to Commercial <br />at some future date. City policy has been not to allow single family <br />dwellings on outlots <br /> <br />Leo Kinebel - 16531 Ebony St. N.W. - Is there any reason why a single family <br />dwelling couldn't be situated at the proposed location? What will the City <br />gain by allowing Group W to utilize this location?
