Dick Martin - Why is Ramsey considering including storm sewer in the utilities <br />plan? <br /> <br />Mayor Gamec replied that even though Ramsey has sandy soil, there are several <br />areas where the City is having problems, but storm sewer would not be required <br />on every street in Ramsey. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Sharon Streeter - Who will pay for the trunk line along Hwy. 107 <br /> <br />Mayor Gamec replied that the cost could be assessed to the residents of Ramsey. <br /> <br />Mr. Schnelle stated before utilities are installed in an area, a .Public <br />hearing would be required. All the City is trying to do tonight is discuss <br />the mechanics of how we are going to assess out a project so that everybody <br />is treated fairly. <br /> <br />Mr. Raatikka stated that the assessment area will be as:Iclose as possible to <br />the trunk. <br /> <br />Councilmember Van Wagner inquired how much time does 'the City have to provide <br />service, once the trunk has been assessed. <br /> <br />Mr.'Berg replied that the City must be able to provide service right away, <br />if requested to do so and that is the reason the City does not want to <br />assess out too far for the trunk..A request for municipal utility service <br />will be considered if therelis 35% area residents requesting same, but <br />~ouncil does have final decision. <br /> <br />Sidney Schaumburg - Stated that he owns farmland north of Ramsey Terrace - <br />How would farmland be assessed? <br /> <br />Mr. Raatikka replied that his property does fall into the 1990 urban area <br />but the City would defer assessing farmland. <br /> <br />I <br />I <br />I <br /> <br />Mr. Schaumburg commented that owners of farmland in Coon Rapids and Blaine, <br />for instance, were ripped off by large developers and then the developers <br />are the ones who push the City into providing municipal utilities. <br /> <br />Mayor Gamec replied that the citY's aim is not to assess a property owner <br />until actual hook-up to the municipal sewer, even if the trunk runs right. <br />by the property. <br /> <br />Mr. Art Raudio - Stated that he is a developer and is currently developing <br />Rum River property, which he has been holding and paying taxes on for 15 <br />years, waiting for municipal utilities. He further stated that he has <br />cooperated with the City in many ways and that developers are not interested <br />in affecting existing property owners. Mr. Raudio stated that he resents <br />Mr. Schaumburg's comments and that he is willing to meet w~th anyone who <br />is interested in finding out what good a developer can be to the City. <br />He also stated that the Ramsey City Council is trying not to make the same <br />mistakes as other cities in the past and that development in an orderly way <br />can be a plus to the city. <br /> <br />Brenda Bauerkemper - 6855 162nd Lane - Why would the City install municipal <br />wells only to possibly find out that it was a mistake. <br /> <br />Mr. Raatikka replied that there would be test wells. <br /> <br />Sp C/February 8, 1983 <br /> Pub~ltc Hearing <br /> Page 3 of 4 <br /> <br /> <br />
