! <br />I <br />i <br />I <br /> <br />I <br /> <br />I <br />! <br />I <br />I <br /> <br />Darryl Fults - In a City like Ramsey, with only one dwelling per acre, you <br />need commercial and industrial tax base to keep the residential taxes down. <br /> <br />Mayor Gamec stated that there are establishments in the business area, such <br />as AVTI, that are pumping their septic system every day and really need <br />municipal sewer, we must accommodate the business sector because without them <br />the residential taxes will jump sky high.. <br /> <br />Mr. Arnie Cox stated that the plan for municipal sewer and industrial growth <br />along Hwy. 10 has been in the works for at least the last ten years and <br />that information has always been available to the public. Mr. Cox then <br />reaffirmed the fact that Mr. Raudio has been very cooperative with the City.. <br />Mr. Cox commented that the burden of taxation is on the businesses and the <br />community could not survive without the businesses. The City does not want <br />to see municipal seWer come into a residential area. <br /> <br />Jean Cordi - Flintwood Hills - Request clarification of the 35% area <br />resident request for utilities. <br /> <br />Mr. Reimann stated that it would take a petition signed by 35% of the <br />area residents before the Council would hear and review a project. He <br />also stated that City Council can call a public hearing for a project <br />without a petition from the residents. If a hearing is called for by <br />petition from residents, it would take a majority vote to be approved. <br />If a hearing and project are called for by the Council, without petition, <br />it would take a 4/5 vote to be approved. <br /> <br />rom Patchen - 148th - Will resident taxes be raised in order to maintain the <br />trunk line? <br /> <br />Mayor Gamec replied that they should not, but there is a possibility. <br /> <br />Darryl Fults - Stated that about 99% of tonight's discussion has dealt with <br />why does Ramsey have to have municipal utilities. The City is not saying <br />that sewer is coming now, but sometime down the road there is going to be <br />municipal sewer in parts of Ramsey. The policy being reviewed tonight is <br />to set up a procedure for the City to follow when sewer and water do come. <br /> <br />Sue Smith - Whispering Pines - If and when sewer comes to a residential <br />area, how will corner lots be assessed? <br /> <br />Mr. Raatikka replied that assessments will be on a unit baSis, corner and <br />interior lots will be treated the same. <br /> <br />Motion by Councilmember Reimann and seconded by Councilmember Van Wagner to <br />adjourn the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Schlueter, Reimann, <br />Van Wagner and Sorteberg.
